Resumo: Purpose: As in the private sector, public organizational information systems (IS) development is commonly carried out through projects. One of the alternatives followed by governmental organizations to perform their projects is outsourcing (by hiring other public institutions that have expertise in the IS area of the projects to be developed). However, limited research has been conducted on project success regarding these government-to-government (G2G) contexts. Since achieving success is crucial for public management, this paper proposes a model for Success Management of IS projects in G2G context. Design/methodology/approach: The research method was design science research (DSR). In the evaluation step of the DSR, IS projects in a G2G environment were the object of case studies. Findings: This work presents in detail how Success Management activities can be integrated into the processes and process groups of the Project Management Institute's project management guide. The authors also suggest tools and techniques to be used in each Success Management activity. Practical implications: Managing success, particularly addressing success criteria and success factors, can help managers focus their efforts on what will really impact the success of a project. In the context of IS projects in G2G contexts, this contributes to decreasing waste and increasing the chances of providing better services to citizens. Originality/value: This work contributes to theory by providing a new model for IS G2G projects that integrates Success Management and project management processes.

Resumo: Neste capítulo, procura-se sensibilizar para o reposicionamento da função de sistemas de informação num espetro mais amplo, evoluindo da gestão dos sistemas de informação para a sua governação em articulação com a governação da organização. A articulação ao nível da governação deverá contribuir para o tão almejado alinhamento entre negócio e tecnologias da informação, que teima em persistir como um dos grandes problemas para a função de sistemas de informação. Pelo estudo da forma que a governação de sistemas de informação assume em empresas de referência em Portugal, salienta-se o desafio que as empresas enfrentam para a sua transformação digital, nomeadamente as pequenas e médias empresas, a esmagadora maioria das quais não tem sequer um profissional qualificado em Tecnologias e Sistemas de Informação. Fica, no entanto, patente a necessidade da governação de sistemas de informação, concluindo com desafios e oportunidades de investigação.

Resumo: Blockchain (BC) adoption in the public sector can potentially address sustainability issues. Thus, blockchain is seen as an enabler and a booster of sustainability and Sustainable Development Goals accomplishments. However, BC adoption in the public sector brings challenges concerning risk management. This work presents insights from 19 expert interviews organised as a risk management model for blockchain adoption and sustainability in the public sector, following the risk management process from the standard ISO 31000. The model describes nine identified risks, five proposed treatments, and five metrics for monitoring. This will support scholars and practitioners focusing on developing knowledge about adopting BC under the perspective of sustainability and the contribution to the risk management body of knowledge.

Resumo: Tokenisation denotes one of the most successful implementations of blockchain that concretes its benefits into practice, also in the public sector, where it can help to reverse the declining citizen trust in governments. Process Tokenisation is the possibility of adopting blockchain as infrastructure for a business process, measured by its level of “Tokenisability”. Going towards a Process Tokenisation Model for the Public Sector, this position paper presents the context in which process tokenisation is necessary for the public sector and draws on Process Virtualisation Theory to propose constructs to help a public organisation identify the most suitable business process for tokenisation. Also, a European Blockchain Service Infrastructure use case description evaluates the model. As a result, the Process Tokenisation Model for the Public Sector demonstrated valuable, foreseeing sustainable potential benefits.
