Resumo: Greece and Portugal are the weakest European economies. Their accession to the European Community provided a stimulus for policies to improve the competitiveness of their industries, in order to withstand competition within the Single Market. Support through Community regional development instruments was channelled to Greek and Portuguese science and technology, and industrial policies. The paper examines and compares the implementation of two sets of such policies: science and technology policy, and quality policy, highlighting issues and underlying factors involved in their success or failure.

Resumo: Existing approaches that explain the behavior of workers in noisy environments
rarely include quantitative variables related to central factors such as noise exposure
levels and workers’ hearing status. The aim of this study is to analyze the relationship
among individual, contextual, and perceptual-cognitive factors and the
use of hearing protection devices (HPDs). We studied 516 industrial workers exposed
to noise levels greater than the Portuguese action level and developed a conceptual
model for HPD use. The multivariate data analysis of the several variables
considered revealed that individual risk perception and the outcome value for
hearing preservation were the main direct predictors of the use of HPDs. Workers’
opinions about the company’s safety climate and their perception of noise exposure
effects also play important roles as predictors. However, much of the effects
of these factors are indirect (i.e., mediated by other variables). Furthermore, these
results suggest that risk perception should be considered an essential issue in the
design and implementation of any hearing conservation program, particularly in
the development of training programs. Actual or potential applications of this research
include the definition of more accurate strategies for promoting and motivating
the use of HPDs.

Resumo: This paper aims at analysing the impact resulting from the adoption of different strategies for assessing workers’ occupationalnoiseexposure. With this purpose, several industrial workplaces were selected, based on the variability of the exposure time and the tasks’ duration. Noiseexposureassessment was made using the three strategies proposed in ISO 9612:2009, and computing the corresponding daily exposure level and associated uncertainty. The results obtained showed that the strategies recommended by that standard for each specific case represented the lowest time-consuming ones, both considering the preparation and measurement times and, with few exceptions, also led to lower values for the associated expanded uncertainty. This is particularly true in fixed workstations or in workplaces with predictable work patterns. However, if the selection was exclusively based on uncertainty values, it can be questionable whether there is room for the application of the JBM strategy, or, alternatively, if it is more straightforward to opt always for the FDM strategy, as the experimental procedures are simpler (even if the measuring time is longer). Ultimately, the present work is a contribution towards improving the measurement procedure for the assessment of occupational daily noiseexposure.

Resumo: Nos últimos anos, a ideia de sustentabilidade vem se popularizando como algo imprescindível para a manutenção da vida no planeta. Vários trabalhos acadêmicos abordam temas como construção sustentável e desenvolvimento sustentável, mas pouco ainda se fala sobre a questão socioeconômica envolvendo a segurança e a saúde do trabalhador nesse contexto. É frágil estabelecer que uma construção seja sustentável socialmente, analisando-se apenas o impacto que a obra pode ter em relação aos moradores das circunvizinhanças. Não se pode esquecer dos trabalhadores que frequentam o ambiente construtivo durante as fases de fundação, estrutura, acabamento, manutenção e demolição das obras de construção civil. Fica evidenciada a criação de estratégias e indicadores relacionados com a SST, a fim de que possam ser incorporados a todas as etapas construtivas e de pós-ocupação, dando-se ênfase à avaliação destes nas fases de concepção e planejamento, que será fundamental para a caracterização de uma construção sustentável. A integração dos indicadores com as normas que avaliam a sustentabilidade das construções poder á estimular investimento s que garantam a segurança e melhorem a qualidade de vida dos trabalhadores do setor.
