Resumo: When reporting to Eurostat for the purpose of deficit assessment, EU member states follow National Accounts (NA) rules, specifically the European System of National and Regional Accounts. However, the information reported is gathered from Governmental Accounting (GA), namely budgetary reporting. Consequently, several adjustments are needed when translating data from GA into NA, including those concerning the accounting basis – in some countries GA budgetary balance is already accrual-based while in others it is still cash-based. This research aims to analyse adjustments derived from different accounting bases adopted in GA and NA, demonstrating their diversity and materiality and the consequences for EU member states’ deficit/surplus reliability. It analyses cash-accrual adjustments to be made in Central Government data, using a few EU countries and data from the respective Excessive Deficit Procedure notifications covering the years 2005 to 2010. The main findings show that cash-accrual adjustments are more diverse and tend to be material in relation to the final deficit/surplus, in countries still adopting cash-based budgetary reporting in GA, raising questions concerning the reliability of the deficit/surplus they report.

Resumo: No contexto do governo aberto surgiram diversas iniciativas visando a disponibilização online
de dados sobre o funcionamento das entidades públicas, de forma a facilitar prestação de contas
(transparência) e a responsabilização dos agentes públicos por parte dos cidadãos
(accountability). Estas iniciativas levantam, no entanto, diversas questões, entre as quais: que
dados disponibilizar? Como tornar coerentes os dados dispersos (fragmentados) por diversos
portais? Como tornar os dados disponibilizados mais compreensíveis para o cidadão comum?
Este trabalho tem como objetivo definir uma ontologia para dar resposta a estas questões,
colmatando assim uma lacuna identificada nesta área. A ontologia proposta procura adotar a
perspetiva do cidadão comum, partindo da identificação de temas/termos relevantes debatidos
na comunicação social (escrita), considerando o papel dos jornalistas enquanto information
brokers. Espera-se que através da ontologia aqui apresentada se possa melhorar a forma como
as estratégias de governo aberto são conduzidas e os portais que dela resultam.; Several initiatives have been launched, within the context of open government, to make available
online data concerning the functioning of public entities. Such initiatives aim to improve
transparency of public entities and to enhance accountability of public officials towards
ordinary citizens. However, these initiatives raise several questions, namely: Which data should
be disclosed? How to bring together dispersed (fragmented) data disclosed through several
different portals? How to improve the understandability by ordinary citizens of the data
disclosed? The goal of this paper is to define and propose a transparency ontology that might
help to provide an answer to these questions, thus filling the gaps in this research area. The
proposed ontology seeks to adopt the perspective of the ordinary citizen in what concerns public
entities’ transparency and accountability. Therefore, the process of ontology definition started
by identifying relevant themes/terms discussed in the media (newspapers) considering the role
of journalists as ‘information brokers’. The proposed ontology might be used by public officials
to improve the formulation of open government strategies and the way they are implemented
through open government data portals.

Resumo: A study applied to the context of Higher Education (HE) accreditation and evaluation in Brazil. It discusses
recent reforms within the context of the Brazilian evaluation model. The changes brought by the new resolutions published in 2016 have been presented, and a conceptual mapping of the HE evaluation model has been drawn.
The objectives were to explain, longitudinally, the ways used by monitoring agencies/bodies to assess performance, and to assure a quality HE. The research methodology used a combination of multiple qualitative
methods to present results as conceptual maps. The study may contribute to improving quality, based on best
practices in the evaluated model.

Resumo: Num cenário de evolução dos paradigmas de Estado e de transformação da governação
pública, as Parcerias Público-Privadas (PPP) têm vindo a afirmar-se crescentemente em Portugal.
Entendidas genericamente como formas de colaboração entre atores públicos e privados, as PPP
encerram em si diversas modalidades que assumem expressão em diversos setores de atividade.
No âmbito desta pesquisa, assumimos a destrinça essencial entre PPP contratuais e
colaborativas, procurando saber se têm gerado as condições que lhes garantem uma boa
implementação e corresponder com as exigências de accountability pública. Nesse sentido, colocámos
os seguintes objetivos específicos para a pesquisa: (a) perceber as motivações para a celebração das
PPP; (b) identificar as diferenças dos modelos contratual e colaborativo de PPP; (c) conhecer os
fatores que são críticos para uma boa decisão e implementação das PPP; (d) aferir o mérito atual das
PPP estudadas; (e) saber que mecanismos de accountability estão a ser usados nas PPP; e (f) avaliar
a eficácia da utilização destes mecanismos perante a exigência de prestação de contas públicas.
O trabalho foi prosseguido com base num modelo teórico-concetual desenvolvido a partir da
revisão da literatura de caráter interdisciplinar. A literatura destacou os diferentes entendimentos sobre
o conceito das PPP, mas discute-se se as PPP contratuais terão inerente o caráter de parceria. O
balanço efetuado à realização das PPP revela graves deficiências iniciais, pelo que continuam
pertinentes a ponderação dos fatores críticos para o sucesso e a avaliação dos projetos de PPP, tendo
por referência a sua complexidade técnica e aplicação no contexto da governação, onde se requer o
cumprimento do interesse público. O tema da accountability nas PPP não está ainda suficientemente
explorado, mas reconhece-lhes diversas caraterísticas que a tornam particularmente difícil, com
possibilidade de défice no exercício das suas funções democrática, legal e de desempenho.
O design de pesquisa assumiu-se como qualitativo, de tipo semi-indutivo e semi-interpretativo,
com pretensões de explorar, conhecer e explicar o nosso objeto de estudo, as PPP. Para o efeito,
recorremos a quatro estudos de caso que envolveram diversos setores de atividade e níveis de
Administração Pública (Estado e municípios). Deste modo, selecionámos duas PPP contratuais, uma
do setor das infraestruturas rodoviárias (Concessão Grande Lisboa) e outra das águas, saneamento e
resíduos (Águas de Cascais), e duas PPP colaborativas, uma do setor da regeneração urbana (PRU
Bairro Padre Cruz) e outra das águas, saneamento e resíduos (FAGAR). As duas PPP do setor das
águas foram utilizadas numa perspetiva comparada e as duas restantes foram analisadas
individualmente.
A análise e discussão dos resultados levou-nos a concluir que os aspetos financeiros parecem
constituir o móbil fundamental para a celebração das PPP, embora se procure justificá-las com base no interesse público decorrente da prestação do bem ou serviço público. As duas PPP contratuais
espelham bem o conceito do ponto de vista do desenho institucional, mas o mesmo não acontece com
as duas PPP colaborativas. Deste modo, a FAGAR assemelha-se a uma PPP de tipo contratual e falta
paridade entre os parceiros na PRU Bairro Padre Cruz. Os fatores críticos identificados na literatura
revelaram-se importantes nos nossos estudos de caso. Salientamos os aspetos pré-contratuais, a boa
definição do contrato e o modelo de gestão e acompanhamento nas PPP contratuais. Nas PPP
colaborativas, revela-se muito importante a paridade e amplo envolvimento dos atores, a confiança e a
liderança na relação, a qual se pretende bastante interativa. Ao nível do mérito, dois casos afiguram-se,
neste momento, mais duvidosos: a Concessão Grande Lisboa e a FAGAR. Depois de um início
atribulado, os parceiros da Concessão Águas de Cascais conseguiram estabelecer uma boa relação,
pelo que o futuro se perspetiva como positivo, ainda que o parceiro privado esteja em via de pedir um
reequilíbrio da concessão. Da PRU Bairro Padre Cruz, a única em fase de conclusão, é feito um
balanço geral positivo, embora se reconheça que não foi conseguida na sua plenitude.
Pudemos observar a existência de uma multiplicidade de mecanismos de accountability nas
PPP estudadas, combinando mecanismos verticais tradicionais, com outros de natureza mais
horizontal ou diagonal. Desta forma, identificámos mecanismos de tipo administrativo, político, legal,
profissional e social, embora nem todos com a mesma relevância. Apesar da existência da
multiplicidade de meios, persiste um défice na accountability efetuada. A accountability administrativa
assume alguma complexidade, mas com margem de progressão e melhoria, face às lacunas existentes
(especialmente graves no caso dos transportes). Ao nível político, observa-se que existe prestação de
contas insuficiente do Governo ou Câmara Municipal para as Assembleias da República e Municipal.
Ainda assim, a legitimidade parece ser maior nos casos municipais. Durante muito tempo o tema ficou
para lá das preocupações dos cidadãos. Face à complexidade inerente às PPP e a um nível de
transparência abaixo do desejado, a accountability social saiu prejudicada. O trabalho do Tribunal de
Contas, em prol da legalidade, é de destacar na accountability legal. Por último, pareceu faltar, muitas
vezes, a suficiente autonomia à accountability profissional. Existe, concretamente, dificuldade de
proceder a investigações científicas independentes, face aos obstáculos para o acesso completo à
informação.; In a scenario of evolution of the paradigms of state and transformation of public governance,
Public-Private Partnerships (PPPs) have been adopted increasingly in Portugal. Generally understood
as forms of cooperation between public and private actors, PPPs adopt various forms with expression in
various sectors of activity.
Within this research, I assume the essential distinction between contractual and collaborative
PPP, asking whether they have generated the conditions that guarantee them a good implementation
and can correspond with the requirements of public accountability. Therefore, I established the following
specific research objectives: (a) to understand the reasons for the celebration of PPPs; (b) to identify
the differences between contractual and collaborative models of PPP; (c) to understand the critical
factors to good decision-making and implementation of PPPs; (d) to evaluate the current merits of the
studied PPPs; (e) to identify the accountability mechanisms which are being used in PPPs; and (f) to
assess the effectiveness of these mechanisms to meet the requirements of public accountability.
I carried out this work by using a theoretic-conceptual model, which was developed with the
resource of an interdisciplinary literature review. The literature highlighted the different understandings
of the concept of PPP, but it discusses if contractual PPP have inherent character of a partnership. The
balance made of the implementation of PPPs revealed early serious deficiencies, so it is still relevant to
consider the critical success factors and the evaluation of PPP projects, having in mind their technical
complexity and their implementation in the context of public governance, which requires the compliance
with the public interest. The theme of accountability in PPPs was not sufficiently explored, but the
literature attributes them several characteristics that make it particularly difficult. Therefore, there is a
possible deficit in the exercise of the democratic, legal and performance functions of accountability.
The research design is qualitative, semi-inductive and semi-interpretive, with pretensions to
explore, understand and explain the object of study, PPPs. To this end, I selected four case studies
involving different sectors of activity and levels of government (state and municipal). Thus, I elected two
contractual PPPs, one of the road infrastructure sector (Concessão Grande Lisboa) and other of the
water, sanitation and waste industry (Águas de Cascais), and two collaborative PPPs, one of the urban
regeneration sector (PRU Bairro Padre Cruz) and another of water, sanitation and waste sector
(FAGAR). The two PPP's from the water sector were used in a comparative perspective and the
remaining two were analysed individually.
Analysis and discussion of results led me to the conclusion that financial aspects seem to be
the fundamental motive for the celebration of the PPPs, although they were justified on the basis of
public interest arising from the provision of public goods or services. Both contractual PPPs reflect well the theoretical concept from the point of view of institutional design, but the same did not happen with
the two collaborative PPPs. Thus, FAGAR resembles a PPP of contract type and PRU Bairro Padre
Cruz lacks parity among partners. The critical factors identified in the literature have proven important in
our case studies. I emphasize the pre-contractual aspects, the good definition of the contract and the
management and monitoring model on contractual PPP. In collaborative PPP, it proved to be very
important parity and broad involvement of partners, and trust and leadership in the relationship, which is
intended to be highly interactive. Concerning merit, two cases appear to be at this moment more
doubtful: the Concessão Grande Lisboa and FAGAR. After a troubled start, the partners of Águas de
Cascais managed to establish a good relationship, so the future perspectives as positive, eventhough
the private partner is preparing to ask a financial rebalance of the concession. PRU Bairro Padre Cruz,
the only project that is nearing completed, has an overall positive balance, although it full dimension
was not achieved.
I observed the existence of a multiplicity of mechanisms of accountability in studied PPPs,
combining traditional vertical mechanisms, with others of more horizontal or diagonal nature. Thus, I
have identified administrative, political, legal, professional and social mechanisms of accountability,
though not all with the same relevance. Despite the existence of a multiplicity of means, there is still a
deficit in the performance of accountability. Administrative accountability owns some complexity, but
with room for improvement, addressing its deficiencies (especially serious in the case of transport PPP).
At the political level, I observed that there is insufficient provision of accounts of the Government or
Municipality for Parliament and Municipal Assemblies. Still, the legitimacy seems to be higher in
municipal cases. For a long time the issue of PPPs was beyond citizens’ concerns. Social accountability
was damaged given the inherent complexity of PPPs and its level above the desired transparency. The
work of the Court of Auditors, for the sake of legality, should be highlighted regarding legal
accountability. Finally, it seemed to lack often enough autonomy to professional accountability.
Concretely, there was some difficulty of carrying out independent scientific research, given the obstacles
to full access the information.

Título: Avaliação relativa da eficiência na gestão dos municípios Moçambicanos

Resumo: Esta tese tem a ver com eficiência – procura-se avaliar, pela primeira vez, o grau de eficiência
técnica em organizações municipais de Moçambique. A metodologia utilizada foi qualitativa e
quantitativa; foram utilizados inquéritos, entrevistas, análise documental, guião de observação,
diário do bordo e aplicado o DEA. Para atingir esses objetivos e, depois de explorar a literatura
que serviu de suporte, tanto na construção do IPQ, IPE, guião de observação, procuramos
saber com base em inquéritos dirigidos a população alvo do estudo em conjugação com os
dados municipais recolhidos (dados sociais e financeiros): Os municípios moçambicanos são
geridos de forma eficiente? Qual é o grau de eficiência? Por meio da técnica DEA procuramos
avaliar a relação entre os fatores de inputs e outputs selecionados para responder as nossas
perguntas de partida. Em geral, os resultados do estudo alcançado mostram que, o grau da
Eficiência Relativa na Gestão dos Municípios Moçambicanos é positivo, de acordo com a
técnica DEA aplicada no estudo. Todavia, os resultados sugerem que apesar desse grau
positivo da eficiência DEA, os efeitos diretos dos outcomes para comunidades locais
continuam inócuos. O que sugere que, a eficiência técnica, por si só, não é suficiente. A
eficiência depende de vários fatores como, por exemplo a eficiência social, capital humano e
financeiro. Neste contexto, a tarefa dos novos gestores municipais de Moçambique, mesmo
com boas intenções legislativos na gestão da coisa pública municipal, revela-se muito
complexa, frágil e, consequentemente, longe de dar resposta concreta às necessidades
estruturais dos munícipes desde o seu ressurgimento em 1998. O que significa que, existe em
Moçambique um caminho a ser percorrido para concretização da law in the book em law in
action. Veja-se por exemplo, a lei n.º 55/2009, de 12 de Outubro (Gestão por objetivo e
avaliação de desempenho) e a lei 15/2010, de 25 de Maio (Racionalização da Gestão de
recursos humanos e flexibilidade organizacional) que parecem ainda estarem longe da sua
realidade prática (vd. Caps. VII-VIII).
O trabalho permitiu conclui que, a introdução da New Public Management em
Moçambique, imposto pelas entidades doadoras, não passa de retórica independetemente dos
resultados alcançados no(s) país(es) de que a política é originária, já que tem levado ao enfraquecimento das autoridades locais e aumento da intervenção estatal (por exemplo, o Lei
n°8/2003, de 19 de Maio) e dando lugar cada vez mais a um novo mapa de pluralismo
administrativo (oficiais e não oficiais, formais e não formais) complexo no país e,
consequentemente ineficiência técnica global do Sistema de Gestaão de Desempenho na
Administração Puública e, em partícula dos municípios sob estudo teoricamente previsto pelo
Decretos n.º 55/2009, de 12 de Outubro.; The central aim of this thesis is to evaluate the technical efficiency in municipal organisations
in Mozambique on the use of available resources for the benefit of local social welfare. Thus,
contributing to the clarification of some issues raised by the explored literature, and proposing
a technical efficiency evaluation model of municipal organisations based on the DEA system.
To achieve these goals, and after researching the literature that was used as support for the
development of the questionnaire survey (IPQ), the interview survey (IPE), the observation
script, we set out to find through the surveys applied to the target population of the study in
conjunction with the municipal data collected (social and financial data): what was the degree
of efficiency in the management of Mozambican municipalities for the 2007 calendar year?
Through the DEA system, or nonparametric method of production efficiency measurement, we
set out to evaluate the relation between the input and output factors used by the municipalities
to respond to our point of departure regarding the concerns of the local communities and the
effect levels inherent to municipal autonomy, public policies and other variables taken into
account in the study regarding municipal efficiency. In the first case, the findings prove to be
positive regarding the level of technical efficiency on the use of available resources for the
production of goods and services for the wellbeing of local populations. Secondly, the findings
suggest that, although the level of the Data Envelopment Analysis (DEA) is positive, the direct
effects of the outcomes on the local communities are innocuous. This means that, technical
efficiency on its own is not enough, it depends on social efficiency, human capital (crucial
aspect of an organisation) and financial capital and scarce resources in Mozambican
municipalities, at the time of the present study. In this context, the task of new municipal
administrators in Mozambique, even legislatively well intentioned in the management of
municipal public affairs, proves to be very complex, fragile, and consequently, far from
providing concrete answers to the structural needs of the population since its revival in 1998.
Furthermore, although autonomy is favourable to efficiency, it is not sufficient, given that the
model of governance in Mozambique does not prevent the instrumentalisation of democracy verified through the reinforcement of law-making that increases the devolved powers from the
decentralised powers, in which the first suffocates the second through its method of control.
Furthermore, for the result of the present study the reform strategy of Public Administration
shows that, from a law-making point of view, it serves in many cases, as an adornment of the
Basic Law in connivance with political discourse because it is just that. In Mozambique, there
are many contradictions between the law in the book and law in action, and for the purpose of
this study Decree no. 55/2009, of 12th October (Goal-oriented management and performance
evaluation) and Decree no. 15/2010, of 25th May (Rationalisation of human resource
management and organisational flexibility) are examples of this (see Chaps. VII-VIII). The study
concludes that the introduction of the New Public Management in Mozambique, imposed by
donor entities is none other than rhetoric regardless of the outcomes achieved in the countries
from which the policy originated. This has contributed to the weakening of local governments
and the increase of state intervention (i.e. Law no. 8/2003, of 19th May), resulting in a new
map of complex administrative pluralism (official and unofficial, formal and informal) in the
country, and subsequently, to the overall technical inefficiency of the Performance
Management System in Public Administration. In particular, of the municipalities under
observation theoretically provided for by Decree no. 55/2009, of 12th October.
