A eficiência na distribuição das respostas sociais dirigidas à terceira idade nos distritos de Portugal Continental

Abstract

O presente estudo, que se intitula “A Eficiência na distribuição das Respostas Sociais dirigidas à Terceira Idade nos Distritos de Portugal Continental, constitui uma dissertação de Mestrado em Economia Social. Especificamente, foi objetivo principal estimar as fronteiras de eficiência das respostas sociais dirigidas à Terceira Idade, partindo da distribuição espacial designadamente a nível dos distritos de Portugal Continental e utilizando um modelo de eficiência técnica. No contexto em que se enquadra o desenvolvimento da presente investigação, pretende-se perceber o panorama das sociedades atuais provocado pelo fenómeno do envelhecimento populacional, bem como os desafios futuros que se impõem. Tornase, por isso, fundamental o estudo das respostas e equipamentos que se encontram disponíveis para aceder às necessidades e expectativas de uma população que se encontra a envelhecer. Como principais resultados, o estudo demonstra que o Lar de Idosos é a tipologia de resposta social com padrões de eficiência mais elevados e, por sua vez, o Serviço de Apoio Domiciliário apresenta padrões de menor eficiência. Em termos de distribuição espacial, a Guarda é considerado o distrito mais eficiente e, inversamente, Faro e Viana do Castelo são os distritos menos eficientes. Portanto, este estudo tem a pretensão de constituir uma análise aprofundada e inovadora sobre as questões da distribuição das respostas sociais em Portugal, traduzindo-se numa reflexão crítica sobre esta matéria e colocando em evidência o papel do Terceiro Setor enquanto motor social e económico nas redes de suporte na velhice.

This study, entitled "The Efficiency of Social Response Distribution for Elderly Targeted in Districts of Portugal,” is a Master's thesis in Social Economics. Specifically, the primary objetive is to estimate the efficiency frontiers of social responses directed to the Third Age, starting from the spatial distribution, especially at the level of the districts of continental mainland Portugal and using a model of technical efficiency. In the context that fits the development of this research, we intend to realize a current overview of the atual societies caused by the phenomenon of population aging, as well as the future challenges that aging will impose. It is therefore important to study the responses and available facilities to access the needs and expectations of a population that is aging. As the main results will show, the study demonstrates that the nursing home is a type of social response to higher standards of efficiency and, in turn, the Home Support Service provides lower efficiency standards. In terms of spatial distribution, Guarda district is considered the most efficient, and inversely Faro and Viana do Castelo districts are the least efficient. Thus, this study intends to provide a thorough analysis and raise innovative questions about the distribution of social responses in Portugal, resulting in a critical reflection on this issue and highlighting the role of the third setor as a social and economic engine on networks of support in old age.
