A cor da delinquência? Articulações entre a etnia cigana, a família e a escola

Abstract

A presente dissertação procura refletir sobre a problemática da delinquência juvenil, através de representações construídas pelos membros da comunidade cigana acerca deste fenómeno. Pretende-se assim entender, através dos discursos dos indivíduos envolvidos no problema, os contextos familiares, sociais e educativos em que se desenrolam as práticas desviantes. A juventude é uma realidade social historicamente recente, construída pelas sociedades modernas, industrializadas e escolarizadas. Consigo, as sociedades modernas trazem outros problemas como o da delinquência juvenil que adquire cada vez mais relevância social. Atendendo a que as estatísticas da delinquência juvenil não especificam a origem étnica dos desviantes, não se tem conhecimento dos meandros em que o fenómeno se manifesta. Neste sentido, acentua-se a necessidade de encarar as etnias num contexto diferente do habitual, sujeitos que, da mesma forma que os demais, constroem os seus caminhos com base nas suas experiências e práticas que por vezes os podem conduzir a comportamentos desviantes. O objeto de estudo deste trabalho seria, em primeira instância, estudar a problemática da delinquência juvenil na etnia cigana, sob o ponto de vista da mesma, mas também da instituição escolar. Todavia, várias contingências que surgiram no terreno levaram à investigação, fundamentalmente, das articulações entre a etnicidade, a família e a escola. Assim, visou-se mapear elementos possíveis de favorecer ou não contextos para a emergência de caminhos de delinquência. Para esta investigação, optou-se pela metodologia qualitativa, iniciada com algumas entrevistas exploratórias, que permitiram aprimorar as entrevistas realizadas numa segunda fase a crianças e jovens e a pais pertencentes à comunidade cigana do município de Fafe. A análise das entrevistas veio evidenciar um distanciamento simbólico da comunidade cigana em relação à escola e que os comportamentos desviantes são enquadrados num contexto de desvalorização e de relativização das normas sociais pertencentes aos grupos externos ao grupo étnico cigano. No que respeita a atividades criminais no seio da etnia, os adultos referiram não ter conhecimento dessas práticas. Acredita-se que, embora esta pesquisa possa não ter aferido a autêntica dimensão do problema, tem potencial para atrair atenções para esta realidade ainda pouco debatida.

This dissertation seeks to reflect on the problem of juvenile delinquency through the representations constructed by members of the Roma community about this phenomenon. The aim is to understand, over the speeches of the individuals involved in the problem, the family, social and educational contexts, in which this deviant practices unfold. Youth is a recent historically social reality, constructed by modern societies, industrialized and educated. With them, modern societies brought other problems such as juvenile delinquency which its social relevance grows increasingly. Since the statistics of juvenile delinquency do not specify the deviants‟ ethnicity, we are not aware of the intricacies in which this phenomenon is manifested. In this regard, stresses the need to face the ethnic groups in a different context from the usual, people that, in the same way as the others, build their paths based on their experiences and practices that sometimes can lead to the deviant behavior. The object of this work would be, in first instance, to study the problem of juvenile delinquency in Roma community, from their point of view, but also from the school. However, several contingencies that have arisen in the field led to the investigation, mainly, of the joints between ethnicity, family and school. Thus, the aim was to map out possible elements which would favor or not contexts for the emergence of delinquency. For this research, we chose the qualitative methodology, which we started with some exploratory interviews allowing us to enhance the interviews for the second phase. They were applied to the children and teens, and the parents belonging to the Roma community in the city of Fafe. The data analysis has highlighted a symbolic detachment of the Roma community to school and that deviant behaviors are framed in a context of devaluation and relativization of the social norms belonging to other groups outside the Roma ethnic group. In which regards to criminal activities within the ethnicity, adults reported not having knowledge of these practices. It is believed, though this research may not have measured the true magnitude of the problem, it has the potential to attract attention to this fact, which stills little discussed.
