Resumo(s)Tendo como o principal enfoque da dissertação a União Aduaneira e Espaço Eurasiático Comum, este trabalho analisa as relações da Rússia – Estados da ex-União Soviética na perspectiva da energia nas décadas posteriores ao fim da URSS (1991/2013). Demonstra como é que a riqueza em matérias-primas energéticas, particularmente o gás natural actua como factor de afirmação geopolítica e de potencial estratégico para a afirmação da Rússia, enquanto líder regional e ator internacional. O principal objectivo é o de conjugar o modelo teórico do Realismo e do Neo-Institucionalismo Liberal, com um estudo aprofundado do diálogo energético entre a Rússia e os Estados na sua vizinhança. Para demonstrar este potencial importa abordar as linhas gerais da nova política externa russa após o fim da URSS em Dezembro de 1991. De seguida, demonstrar-se-á empiricamente, a riqueza da Rússia ao nível energético nomeadamente as suas reservas e produção de petróleo e gás natural. Neste trabalho é estudada a dependência da Bielorrússia e da Ucrânia em relação ao gás russo, e as respetivas implicações para a o estatuto da Rússia enquanto ‘grande potência’. A Rússia tem pela frente grandes ameaças ao seu poder energético no longo prazo, como a queda da produção e a baixa competitividade do gás russo, que por enquanto é salva por um mercado onde a concorrência dificilmente consegue entrar.
While defining the focus of this dissertation as the Eurasian Custom Union and the associated Economic Space, this thesis analyzes Russia’s relations with the States of the former Soviet Union , from the perspective of energy policies, and defining the time framework between the end of the USSR” and 2013. It demonstrates how the wealth of energy resources, especially natural gas, acts as a geopolitical statement and strategic potential in the affirmation of Russia as a regional leader and global internacional actor . The main objective of the dissertation is to combine the theoretical model of Realism and Neo- Liberal Institutionalism, with a detailed study of the energy dialogue between Russia and the states in its neighbourood,. To demonstrate this potential, the thesis addresses the broad outlines of the new Russian foreign policy after the end of the USSR in December 1991. Subsequently, the dissertation demonstrates the wealth of Russia at the energy level, notably its reserves and production of oil and natural gas. This dissertation explores the dependence of Belarus and Ukraine in relation to Russian gas, and looks into the implications of the respective Russian policies for its great power aspirations.. Russia has major threats facing its energy power in the long run as the fall in production and low competitiveness of Russian gas, which for now is saved by a market where competition can hardly enter.
