Arquitetura de competências organizacionais no alinhamento estratégico de processos

Abstract

O alinhamento estratégico tem sido, ao longo dos anos, uma das maiores preocupações da gestão organizacional, constituindo-se como um dos maiores desafios nas organizações. Para atingir esse alinhamento é fundamental clarificar e comunicar a estratégia organizacional a todas as partes da organização e garantir que os objetivos individuais sejam definidos no sentido de representarem e contribuírem para os objetivos organizacionais, garantindo assim que todos caminham no mesmo sentido. A clarificação da estratégia organizacional, a definição de uma arquitetura organizacional, a definição das competências organizacionais a definição das responsabilidades individuais, a adoção de uma orientação a processos, e a adequação do suporte à execução e monitorização dos processos, constituem-se com parte de um conjunto de componentes organizacionais que têm um papel fundamental para no alinhamento entre a estratégia e os processos. Na utilização de um referencial que propõe uma abordagem “top down”, sistémica, integrada e orientada a processos, através da conceção e implementação de um modelo de melhoria contínua assente numa arquitetura de competências organizacionais, pode estar uma solução para garantir um alinhamento estratégico de processos e tornar a organização mais ágil e eficaz. Para que se possa aferir da utilidade de um tal referencial, importa dispor de um instrumento que permita aferir o alinhamento estratégico de processos. Da revisão de literatura efetuada, propõe-se um instrumento para aferir esse alinhamento, contemplando um conjunto de variáveis fundamentais para garantir esse alinhamento. O instrumento foi aplicado no contexto da gestão autárquica nacional, permitindo obter um conjunto de orientações inerentes à aferição desse alinhamento no contexto organizacional referido. Através do instrumento desenvolvido pretendemos aferir a utilidade desse mesmo referencial, ao nível do alinhamento estratégico dos processos e da capacidade de evolução e melhoria que poderá conferir nas organizações. Validando o instrumento no contexto da gestão autárquica, permitiu-nos obter um conjunto de resultados e conclusões que refletem as questões do alinhamento estratégico de processos nessas autarquias, e validar efetivamente o instrumento num contexto organizacional real, conferindo-lhe a validade e relevância desejadas e constituir-se como um contributo significativo para as questões do alinhamento e da sua aferição, no presente e numa perspetiva de futuro.

Over the years the strategic alignment has been a major concern of organizational management, establishing itself as one of the greatest challenges in organizations. To achieve this alignment it is essential to clarify and communicate the organizational strategy to all parts of the organization and ensure that individual goals are defined in order to represent and contribute to organizational goals, thus ensuring that all move in the same direction. Organizational components as the clarification of organizational strategy, the definition of an organizational architecture, the definition of organizational skills, the adoption of a process orientation, the definition of individual responsibilities and the adequacy of the support for the execution and the monitorization of the processes, come together as a set of elements that play a fundamental role for achieving alignment between the strategy and the processes. In the use of a framework that proposes a "top down" approach, systemic, integrated and process-oriented, through the design and implementation of a continuous improvement model based on an architecture of organizational competencies, can rely a solution to ensure a strategic alignment of processes and make the organization more agile and effective. In order to be able to assess the usefulness of such a framework is important to have an instrument to assess the strategic alignment of processes. Therefore, a tool to accomplish this measurement is proposed in this work, contemplating a set of key variables to ensure this alignment, resulting from the performed literature review. The instrument was applied in the context of national municipal management, allowing for a set of guidelines related to the measurement of this alignment within the referred organizational context. Through the developed instrument we intend to assess the usefulness of this same framework, to the level of strategic alignment of processes and the ability of evolution and improvement that can be granted in organizations. Validating the instrument in the context of municipal management, allowed us to obtain a set of results and conclusions that reflect the issues of strategic alignment processes in these municipalities, and effectively validate the instrument in a real organizational context, giving it the desired validity and relevance and establish itself as a significant contribution to the issues of the alignment and its measurement, both in the present and in a future perspective.
