Resumo(s)O presente trabalho enquadra-se no Mestrado em Administração Pública e trata-se de um estudo de caso que tem por objeto os Concelhos de Braga e Guimarães. A crise da dívida soberana obrigou o governo Português a pedir ajuda financeira junto do Fundo Monetário Internacional (FMI), da União Europeia (UE) e do Banco Central Europeu (BCE). Uma das prioridades definidas pelo Memorando de Entendimento (MoU) passava pela redefinição do sistema de governo local Português, tendo sido o Governo Português convidado a apresentar um plano de fusão territorial dos governos subnacionais, cujo objetivo assentava em melhorar a prestação de serviços, melhorar a eficiência e reduzir custos. Este plano tinha em conta a premissa de que a fragmentação territorial excessiva prejudica a eficiência e compromete economias de escala. O presente trabalho de investigação busca contribuir para uma melhor compreensão dos resultados eleitorais das Eleições Autárquicas 2013 nos concelhos de Braga e Guimarães, isto tendo em conta a Reorganização Administrativa do Território das Freguesias (RAFT), enquanto determinante do voto. A problemática passa por perceber, numa primeira fase, se a RAFT foi um fator determinante nos resultados eleitorais e, numa segunda fase, tentar perceber até que ponto a pronúncia do novo mapa autárquico por parte das Assembleias Municipais teve influência nesses mesmos resultados. Após a revisão de literatura, o desenho da investigação comportará uma análise predominantemente quantitativa, mas também qualitativa.
The present dissertation consists in a case study that has as ambition the study of the municipality of Braga and the municipality of Guimarães. The sovereign debt crisis forced the Portuguese government to request financial help to the International Monetary Fund (IMF), the European Union (EU) and the European Central Bank (ECB). Between these entities and the Portuguese government was established a Memorandum of Understanding (MoU), which one of the priorities was the redefinition of the Portuguese local government system. To complete this redefinition the Portuguese government was requested to submit a plan aiming at the territorial amalgamation of subnational governments, whose purpose consists on improving the provision of services, improve efficiency and decrease costs. This plan was founded on the principle that excessive territorial fragmentation affects the efficiency and precludes economies of scale. This research aims to contribute to a better understanding of the electoral results of the 2013 Local Elections in the municipalities of Braga and Guimarães, as a product of the Administrative Reorganization of Parishes as decisive factor of election. In order to accomplish this, it is necessary in a first stage to understand if the Administrative Reorganization of Parishes was a decisive factor on the electoral results and, subsequently, in a second stage, try to understand in what way the new municipal map influenced those same results. After the literature review, the investigation method employs a predominantly quantitative analysis to explore the determinants of the electoral results, but also takes advantage of qualitative data.
