Resumo(s)Há mais de 50 anos, Charles Tiebout sugeriu que as pessoas “votam com os pés”, ou seja, um individuo escolhe residir na comunidade que oferece o conjunto de bens e impostos locais que melhor satisfaz as suas preferências. Deste modo, o modelo de Tiebout desenvolve a perspetiva de que os indivíduos revelam as preferências pelos bens ou serviços públicos através da opção que fazem do local para residir. Os indivíduos têm preferências diferenciadas pelos bens e serviços públicos e diferentes níveis de rendimento. O local escolhido pelo consumidor será aquele que permite maximizar a sua utilidade. Posto isto, a sugestão deste autor tem desempenhado um papel central nas finanças públicas locais. A análise dos movimentos migratórios entre localidades de um determinado país torna-se fulcral para entendimento da hipótese de Tiebout. Assim sendo, este trabalho analisa os determinantes dos saldos migratórios dos municípios de Portugal. Usando dados em painel, para o período de 2009-2013, procurando identificar os efeitos de fatores económicos, políticos e socioculturais. Ou seja, avalia as caraterísticas dos municípios que induzem as pessoas a sair de um município e os fatores responsáveis pela atração de indivíduos para esse efeito, é testado se a migração é explicada pelas diferenças salariais, desemprego, fornecimento de bens e serviços públicos e impostos autárquicos. Os resultados deste estudo indicam que os saldos migratórios são fortemente influenciados pelas condições económicas dos municípios. É mostrado que a taxa de desemprego e a pobreza no município são fatores importantes para os indivíduos, no momento da decisão do local a residir. Relativamente às decisões das Câmaras, o estudo mostra que a despesa em ambiente também é um fator importante para os indivíduos. Assim como, a taxa de participação variável no IRS pelo município.
For over 50 years, Charles Tiebout suggested that people "vote with their feet", ie, an individual chooses to live in the community that offers the set of goods and local taxes that best suits his preferences. Thus, the Tiebout model develops the perspective that individuals reveal their preferences for public goods or services over the option that makes the place to reside. Individuals have different preferences for public goods and services and different levels of income. The consumer-chosen location is one that allows him to maximize its utility. Tiebout’s model has played a central role in local public finance theory. The analysis of migratory movements between regions of a country becomes central to understanding the Tiebout hypothesis. This study aims to examine the determinants of net migration of the municipalities of Portugal. Using panel data for the period 2009-2013, it seeks to identify the effects of economic, political and sociocultural factors. In other words, it intends to evaluate the characteristics of the municipalities that induce people to get out of a city and the factors responsible for attracting people to this end, it tests whether migration is explained by wage differentials, unemployment, supply of goods and services public and municipal taxes. The results of this study indicate that migratory balances are strongly influenced by the economic conditions of the municipalities. It is shown that the rate of unemployment and poverty in the city are important factors for individuals, when deciding the place to reside. As regards the decisions of Municipalities, the study shows that spending on environment is also an important factor for individuals. As well as the variable participation in the personal income tax by the municipality.
