O impacte da pobreza nas famílias: um estudo nos concelhos de Braga e de V. N. Famalicão

Abstract

Como resultado das mudanças que têm vindo a acontecer na sociedade ao longo dos últimos anos, verifica-se que tem havido muitas oscilações, tanto nas atitudes em relação à pobreza, como na própria dimensão que o problema assume em Portugal. Há, contudo, um consenso em torno da necessidade de respostas para este problema a nível social. Atualmente, a pobreza afeta muitas famílias, sendo uma realidade que tem vindo a ser alvo da atenção da nossa sociedade, com destaque para o contributo dado pelas Ciências Sociais. É precisamente esta persistência da pobreza que tem vindo a desafiar não apenas governos, mas também famílias e profissionais, envolvidos na procura de soluções que proporcionem condições de vida dignas e com qualidade, no seio familiar. Desde logo, perante o problema da pobreza nas famílias, torna-se urgente que as sociedades criem condições que permitam limitar o impacte que fatores como o desemprego, ou o trabalho exercido em condições de grande precariedade, têm sobre este fenómeno. Seria pois desejável que fosse significativamente reduzida a necessidade do recurso a diversos tipos de subsídios ou a ajudas de terceiros. A exclusão social surge assim como risco implícito associado a mudanças negativas nas vidas das pessoas. Sabemos que muitas famílias entram em rutura por causa da pobreza, mudam-se as rotinas, os hábitos, os gastos, e até mesmo o ambiente em que vivem, havendo assim poucas condições para a participação na vida em sociedade. Este trabalho baseia-se também em alguma pesquisa de terreno, com recurso a dezassete entrevistas realizadas a utentes e técnicos da Associação Dar As Mãos, com sede em Vila Nova de Famalicão, e da Delegação de Braga da Cruz Vermelha Portuguesa. Estas instituições, e outras da mesma natureza, podem ser vistas como apoios essenciais, na medida em que prestam um conjunto de serviços que contribuem para a manutenção destas famílias que necessitam de ajuda.

As a result of the changes that have been taking place in society over the last few years, there have been many oscillations, both in the attitudes towards poverty and in the very dimension that the problem assumes in Portugal. There is, however, a consensus on the need to address this problem at the social level. Nowadays poverty is still affecting many families, a reality that has deserved the attention of our society, with emphasis on the contribution given by Social Sciences. It is precisely this persistence of poverty that has challenged not only governments, but also families and professionals, who are involved in finding solutions that provide decent and adequate living conditions within the family. The problem of poverty in families makes it urgent for societies to create conditions that limit the impact that factors such as unemployment, or work done in precarious conditions, have on this phenomenon. It would therefore be desirable to reduce significantly the need for recourse to various types of subsidies or aid from third parties. Social exclusion appears as an implicit risk associated with negative changes in people's lives. We know that many families break down because of poverty, change their routines, habits, spending, and even the environment in which they live, and there are few conditions for participation in life in society. This work is also based on some field research, using a set of seventeen interviews with users and technicians of the Association Dar As Mãos, based in Vila Nova de Famalicão, and the Delegation of Braga of the Portuguese Red Cross. These and other institutions of the same nature can be seen as essential supports in that they provide a set of services that contribute to the subsistence of these families in need of help.
