Resumo(s)Nos últimos anos, os países da União Europeia têm sido alvo de uma onda de ataques terroristas levados a cabo por afiliados ao Daesh. Não raras vezes, após a ocorrência destes atentados, são evidenciadas falhas na partilha de informações cruciais que possivelmente contribuiriam para a prevenção destes. A União Europeia, reconhecendo a importância da partilha de informações, tem vindo a construir ao longo do tempo uma comunidade de intelligence contraterrorista. Com a futura saída de um dos principais atores da comunidade de intelligence da UE, o Reino Unido, são vários os desafios colocados à resiliência desta comunidade. Como tal, o principal objetivo desta investigação é perceber a evolução da comunidade de intelligence contraterrorista da União Europeia e os desafios que esta enfrenta face à perspetiva do Brexit. Tendo como base o método de process-tracing, arguimos que a comunidade de intelligence contraterrorista da União Europeia foi construindo ao longo dos anos, e particularmente a partir do 11 de setembro de 2001, condições que permitem torná-la mais resiliente a ameaças de segurança, sendo este um processo em constante evolução. Contudo, os desafios apresentados pelo Brexit colocam a UE numa posição vulnerável. Uma vez que as negociações ainda se encontram a decorrer e com o recurso à metodologia de construção de cenários, identificamos dois cenários para a evolução da comunidade de intelligence contraterrorista da UE: a continuidade em termos de resiliência e a oportunidade para uma maior integração nas temáticas de partilha de informações. Não descartando um possível worst case scenario, cuja ocorrência nos afigura de reduzida probabilidade, consideramos que o cenário de continuidade terá maior probabilidade de se verificar, dada a urgente necessidade de colaboração nas matérias de terrorismo e intelligence e a controvérsia que o cenário de oportunidade implica.
In recent years, the European Union Member-States have been the target of a wave of terrorist attacks carried out by affiliates of the Daesh. Very often, after the occurrence of these attacks, failures have been detected in terms of sharing of crucial information that could have possibly contributed to the prevention of these attacks. Recognising the importance of information sharing the European Union has been building a counterterrorist intelligence community. However, the future exit of the United Kingdom, one of the main players in the European Union intelligence community, has been creating several challenges to the resilience of this community. The main objective of this investigation is to therefore understand the evolution of the European Union's counterterrorism intelligence community and the challenges it faces nowadays in the context of Brexit. Relying on the process-tracing method, we argue that the European Union's counterterrorism intelligence community has been constructing over years, and particularly since 9/11, conditions of its own operation that make it more resilient to security threats, being this a process in constant evolution. However, the challenges posed by Brexit have been placing the EU in a vulnerable position. Against the background of the still ongoing negotiations, and resorting to the scenario-building methodology, the present dissertation has identified two scenarios of resilience of the EU counterterrorism intelligence community: the continuity in terms of its resilience and the opportunity for a greater integration in the domains of information sharing. While not rejecting a possible worst-case scenario, whose probability seems to be low, and taking into account the controversy surrounding the opportunity scenario, we consider the continuity scenario to be the most likely one, given the urgent need for collaboration in terrorism and intelligence matters.
