Resumo(s): | Após os ataques terroristas de 11 de setembro de 2001, os EUA e o mundo acordaram para a
Jihad Global 1.0. Após a autoproclamação do Estado Islâmico, deu-se a evolução da Jihad Global
1.0 para a Jihad Global 2.0. Na atualidade, estamos perante a Jihad Global 3.0, onde o Daesh
se apresenta com várias ramificações, forte presença na internet e ligações a grupos terroristas
no continente africano, incluindo na zona do Sahel, o que representa um risco para a União
Europeia e, consequentemente, para Portugal e Espanha dada a proximidade geográfica destes
em relação àquela região. Estados-membros da UE têm sido alvos de ataques por parte do
Daesh e de lobos solitários incentivados pelo mesmo, sendo alguns destes cidadãos europeus
que se radicalizaram através da internet, fóruns e redes sociais, o que levanta vários problemas
no que toca à prevenção de ações terroristas. Neste contexto, ao partir do estudo de caso de
Espanha e Portugal, incluídos na pretensão de grande Califado declarada por al-Bagdadi em
2014 e membros da coligação internacional contra os jihadistas na Síria, e aplicando o quadro
teórico do Institucionalismo Liberal, a investigação incide sobre a cooperação luso-espanhola na
luta contra o terrorismo e a radicalização. Mapeando assim o que se faz e ainda existe por fazer
na evolução das dinâmicas cooperativas dos dois países. After the 9/11 the USA and the world woke-up to the Global Jihad 1.0. Later, after Abu Bakr al-Bagdadi auto-proclamation an evolution of the Global Jihad 1.0 to Global Jihad 2.0 occurred, which had as objectives the internationalization of the terrorist operations of a terrorist branch of the Al-Qaeda, the Daesh. Presently, we are facing the Global Jihad 3.0 were the autoproclaimed Islamic State is fractured, with multiple ramifications and a strong web presence, starting to create connections with terrorist groups in the African continent, inclusive in the Sahel zone, which is dangerous for the UE, and consequently for Portugal and Spain considering their geographical position in relation to that region. The European Union has been suffering attacks from Daesh and lone wolfs encouraged by the later, being some of these European citizens which have been radicalized through the internet, forums and social networks, which raises several problems in what concerns their detection and detention. In this context, from the case study of Portugal and Spain (included in the Great Caliphate pretension declared by al-Bagdadi in 2014, and members of the international coalition against jihadists, which fight in Syria) and applying the theoretical framework of the Liberal Institutionalization, the research intends to perceive the European multilateral (European) and bilateral (Luo-Spanish) cooperation dynamics in the fight against the radicalization and violent extremism. Mapping what is done and still exists to make in the cooperative dynamics of the two countries. |
