A análise de conteúdo: uma Investigação sobre políticas públicas da cultura

Abstract

Este artigo tem por base uma investigação integrada no programa doutoral em Estudos Culturais que tem como tema as políticas públicas da cultura locais de dois municípios de Trás-os-Montes (Chaves e Bragança). Há uma ausência total no que concerne a estudos científicos e independentes nesta área sobre os concelhos em estudo. Nada se sabe sobre a forma, as estratégias, os planos e os resultados que as políticas públicas para a cultura tiveram e têm nestes municípios. Só após esse estudo será possível chegar a conclusões mais detalhadas e rigorosas no que concerne às efetivas conceções, orientações e prioridades que têm fundamentado, quer de forma consciente quer a um nível intuitivo, as políticas culturais adotadas nos diferentes municípios. Inserida no âmbito dos estudo qualitativos das Ciências Sociais e Humanas e recorrendo ao método da análise de conteúdo das actas e orçamentos das autarquias pretendemos analisar precisamente que políticas culturais emergiram no período entre 1995 e 2011, identificando as dimensões contempladas, os sectores privilegiados e os desfavorecidos, os domínios e os níveis culturais que se foram promovendo nestes pelouros da cultura. Ao longo deste artigo procuraremos explicitar todo o percurso metodológico que tem fundamentado a investigação em causa, tornando clara a forma como esta investigação e metodologia se encontram articuladas com os Estudos Culturais.

This article is based on an ongoing research under the doctoral program in Cultural Studies whose theme is local public cultural policies of two municipalities (Chaves and Bragança) of Trás-os-Montes. There is a total absence concerning independent and scientific studies in this field about the chosen municipalities. Nothing is known about the shape, strategies, plans and outcomes that public cultural policies have had in these municipalities. Only after this study will there be possible to obtain more detailed and accurate conclusions about actual conceptions, orientations and priorities which have substantiated, either consciously or at an intuitive level, cultural policies adopted in the different municipalities. Framed within the qualitative studies of Social Sciences and Humanities and using the content analysis method on official reports and budgets of municipalities, we intend to analyze precisely what cultural policies have emerged in the period between 1995 and 2011, identifying the dimensions they contemplate, the privileged and less favored sectors, the cultural domains and planes promoted in these culture departments. We will also try to understand how the guidelines developed by the Portuguese government and by the European Community influenced the political and cultural strategies of the municipalities under study. The main lines of influence, as well as government guidelines avoided by these authorities are subsequently characterized. Throughout this article we will try illustrate the methodological course that has laid the groundwork for this research, clarifying how these research and methodology articulate with Cultural Studies.
