Resumo(s): | A literatura científica tem dedicado bastante atenção ao estudo da participação eleitoral, tendo
enumerado diversos fatores que exercem influência naquele indicador. Entre eles, o tamanho das
circunscrições territoriais tem ocupado um lugar central no debate académico. As posições divergem
quanto às consequências que o tamanho gera na participação, havendo quem considere que a maior
dimensão promove a participação eleitoral dos cidadãos e, inversamente, quem entenda que é o menor
tamanho que surte tal efeito.
Na presente tese, pretende-se analisar os efeitos do aumento do tamanho de jurisdições na
participação eleitoral dos cidadãos dessas comunidades, tendo por base a reforma territorial (RT) que
teve lugar em Portugal entre os anos de 2012 e 2013, que procedeu ao aumento do tamanho de
freguesias por via do mecanismo de agregação ou fusão. Para tal, adota-se a perspetiva segundo a qual
o aumento do tamanho das jurisdições tem como consequência um decréscimo na participação eleitoral
dos cidadãos, em virtude da diminuição do peso relativo de cada voto, do enfraquecimento dos laços
comunitários, entre outros fatores.
A particularidade deste trabalho refere-se ao facto de o mesmo incidir apenas sobre freguesias
que foram efetivamente objeto de fusão, visando-se relacionar a participação eleitoral com as diferenças
de tamanho entre as autarquias locais agregadas, por um lado, bem como com a sua participação
anterior, por outro. Para cumprir este desiderato, recorre-se aos dados disponíveis referentes ao distrito
do Porto no que respeita às eleições autárquicas de 2009 e 2013 – respetivamente, as eleições
imediatamente anteriores e posteriores à aludida reforma territorial. Em obediência à linha de raciocínio
acima referida, se a Participação Eleitoral (PE) diminui com a agregação, é provável que essa diminuição
tenha assumido proporções menores nas jurisdições de maior dimensão e, inversamente, maiores nas
freguesias de dimensão inferior.
Recorrendo-se a uma análise do tipo painel, os resultados demonstram que a reforma territorial
está associada a uma diminuição da participação eleitoral nas freguesias, em especial naquelas que
tinham à partida menor tamanho, quando comparando com a dimensão total das uniões de freguesias
que as abrangeram. The scientific literature has devoted much attention to the study of electoral participation, having listed several factors that influence that indicator. Among them, the size of the territorial circumscriptions has occupied a central place in the academic debate. The positions differ as to the consequences that size generates in participation, with some authors who consider that the larger dimension promotes the electoral participation of citizens and, conversely, those who understand that it is the smallest size that has such an effect. In this thesis, we intend to analyse the effects of the increase in the size of jurisdictions on the electoral participation of the citizens of these communities, based on the territorial reform that took place in Portugal between the years 2012 and 2013, through which the size of parishes was augmented via an aggregation or merger mechanism. To this end, the perspective that the increase in the size of the jurisdictions results in a decrease in the electoral participation of citizens is adopted. That is expected to happen due to the decrease in the relative weight of each vote, the weakening of community ties, among other aspects. This work’s specific feature resides on the fact that it focuses only on jurisdictions that were actually reformed, intending to relate the electoral turnout with the differences in size between the merged parishes, on one side, as well as with their previous turnout levels, on the other. So as to fulfil this purpose, data referring to Porto’s district regarding the local elections of 2009 and 2013 is used – respectively the local elections immediately preceding and immediately after the said territorial reform. According to the abovementioned line of reasoning, if the PE decreases with the aggregation, it is likely that this decrease has assumed smaller proportions in the larger jurisdictions and, conversely, greater percentages in the smaller parishes. On the other hand, the turnout of 2013 can be explained by the turnout rate that occurred in 2009 and, as such, it could possibly correspond to a trend of that specific electorate. Making use of a panel analysis, the results show that the territorial reform is associated to a decrease in turnout in parishes, especially in those that had smaller sizes, when compared to the total size of the amalgamation that involved those jurisdictions. |
