Racismo e fluxos migratórios em Portugal: uma análise da atuação do Estado e dos movimentos sociais na atualidade

Abstract

Os últimos 20 anos têm sido marcados pela crescente visibilidade do fenômeno migratório acompanhado da erupção de velhas e novas formas de racismo e xenofobia. Esta tese se debruça sobre a questão do racismo e dos fluxos migratórios em Portugal, privilegiando uma abordagem que pretendeu analisar a complexidade dos fenômenos migratórios através da leitura pós-colonial dos acontecimentos históricos relevantes do ponto de vista interétnico, verificando as reminiscências coloniais que possivelmente decorrem no tempo presente em Portugal, bem como, procurando inferir o impacto dos movimentos sociais e das respostas dinamizadas pelo Estado no combate as reminiscências coloniais e racistas na esfera migratória. A partir da discussão teórica mobilizada, o questionamento que nos orientou foi: qual será o papel do legado colonialista sobre o fenômeno do racismo e da xenofobia contemporâneos em Portugal? E ainda, como se interseccionam os fenômenos do racismo e dos movimentos migratórios em Portugal? Será que o racismo coloca em causa a promoção dos direitos dos migrantes em Portugal? Para tal efeito, a opção metodológica adotada para tentar responder a estes questionamentos se deu através da construção de um estudo de caso sobre como se desencadearam as respostas da sociedade civil e do Estado português face ao racismo e da possível ausência da discussão do efeito do colonialismo no que se refere ao fenômeno da migração. Pretendeu-se sublinhar diferenças e traçar paralelos entre a ação da sociedade civil e a do Estado através da análise de como se desencadeiam as respostas promovidas por estes no que toca à luta antirracista e à defesa dos direitos dos migrantes. Essa tese incidirá sobre o trabalho concreto desenvolvido pela associação antirracista SOS Racismo e pelos Centros Nacionais de Apoio a Integração dos Migrantes (CNAIM), ambos em Portugal.

The last 20 years have been marked by the increasing visibility of the migratory phenomenon accompanied by the eruption of old and new forms of racism and xenophobia. This thesis aims to discuss racism and migratory flows in Portugal, using an approach that intends to analyse the complexity of migratory phenomena through the lens of post-colonial theory, relevant historical events from an interethnic point of view, colonial reminiscences that possibly arise in Portugal, and also focusing on the impact of social movements and the responses dynamized by the State in the fight against racism and xenophobia. From the mobilized theoretical discussion, some of the questions that guided us were: What will be the role of the colonialist legacy on the phenomenon of contemporary racism and xenophobia in Portugal? How do the phenomena of racism and migratory movements intersect in Portugal? Does racism jeopardize the promotion of migrants’ rights in Portugal? The methodological option adopted in the attempt to answer these questions was the construction of a case study on how the civil society and the Portuguese State have been responding to the problematic of racism, and to the possible absence of discussion of the effects of colonialism regarding the migration phenomenon. It was intended to highlight differences and draw parallels between the action promoted by civil society, and those dynamized by the Portuguese State, regarding the anti-racism fight and the promotion of migrant’s rights. This thesis focuses on the concrete work developed by the anti-racist association SOS Racismo and by the National Centers for Supporting the Integration of Migrants (CNAIM), both in Portugal.
