Abstract

A voz das crianças e jovens institucionalizados no seu quotidiano consiste numa investigação desenvolvida no âmbito da Institucionalização e tem como principal objetivo compreender de que modo as crianças institucionalizadas são reconhecidas como atores sociais no seu quotidiano, através da escuta da sua voz. A participação das crianças é um meio de aprendizagem e conhecimento. A voz, a escuta e a tomada de decisão das crianças são princípios intrínsecos ao exercício da participação que permitem à criança a construção democrática da sua própria vida. Considerando a participação um direito primordial das crianças, consagrado na Convenção sobre os Direitos da Criança, pretendeu-se com este projeto conhecer as perspetivas das crianças relativamente às oportunidades de escolha e de expressão de opiniões acerca do seu quotidiano na Instituição, assim como às oportunidades de expressar opiniões, fazer escolhas e tomar decisões em outros contextos da sua vida. Procurou-se também, através das perspetivas do(s) gestor(es) de caso, conhecer as oportunidades que as crianças têm para de expressar opiniões, fazer escolhas e tomar decisões acerca do seu quotidiano. Por último, objetivou-se conhecer as condições que capacitam as crianças e jovens a agir no seu quotidiano. Este estudo seguiu uma metodologia qualitativa, onde se realizaram questionários a crianças e jovens institucionalizadas, com idades compreendidas entre os 7 e os 17 anos, e a gestores de caso. Completou-se ainda a investigação com entrevistas a gestores de caso. Os resultados desta investigação afirmam que o direito à participação está, de alguma forma, presente no quotidiano das Casas de Acolhimento que participaram no estudo, porém, não é transversal a todos os outros contextos/momentos da vida destas crianças e jovens. A Escola apresenta-se como um dos contextos onde a criança tem ainda menos oportunidades de expressão e tomada de decisão. A prática dos Gestores de Caso revela a valorização da escuta, da participação e da ação das crianças, mesmo reconhecendo nos seus discursos que o exercício da participação é um caminho moroso, árduo e, nem sempre, exequível.

The voice of institutionalized children and youth in their daily lives consists of an investigation developed within of Institutionalization and its main objective is to understand how institutionalized children are recognized as social actors in their quotidian, by listening to their voices.Children's participation is a mean of learning and knowledge. Children’s voice, listening and decision-making are principles intrinsic to the exercise of participation that enable the child to build his or her own democratic life. Considering participation as one of children’s primary right, enshrined in the Convention on the Rights of the Child, the aim of this project was to know the perspectives of children regarding to opportunities of choice and expressing opinions about their daily lives in the institution, as well as the opportunities to express opinions, make choices and decisions in other contexts of their life. Through the perspectives of the case manager(s), it was also sought to know the opportunities that children have to express opinions, make choices and decisions about their quotidian. Finally, the objective was to know the conditions that enable children and young people to act in their everyday lives. In this sense, this project followed a qualitative methodology, where questionnaires were carried out with institutionalized children and teenagers, aged between 7 and 17 years old, and with case managers. The investigation was also completed with interviews with case managers. The results of this investigation affirm that the right to participation is, in some way, present in the quotidian of the Residential Home for Children and Youth that participated in the study, however, it isn't transversal to all other contexts / moments in the lives of these children and young people. The School presents itself as one of the contexts where the child has even fewer opportunities for expression and decision-making. The Case Managers’ practice reveals the appreciation of listening, participation and children's action, even recognizing in their speeches that the exercise of participation is a long, arduous and not always feasible path.
