Resumo(s)Este projeto de mestrado tem como principal objetivo aferir a viabilidade financeira de um projeto de investimento na área das energias renováveis em Angola. O projeto de investimento apresentado neste trabalho é baseado num estudo técnico no âmbito do investimento privado empreendedor no sector das Energias Renováveis, com números e valores que se aproximam o máximo possível da realidade, no contexto social e económico angolano, com a finalidade de fornecer informação para efeitos de análise financeira, podendo este ser implementado caso se verifique a sua viabilidade financeira. O estudo de viabilidade financeira do projeto em análise, assenta na aplicação de critérios de decisão preconizados na literatura de referência para a tomada de decisão de investimento. Com este projeto é possível ter uma visão ampla do dilema que é investir num projeto de produção e fornecimento de energia elétrica considerando o seu impacto ambiental, suas implicações no desenvolvimento e crescimento económico, a viabilidade financeira do mesmo e o contexto socioeconómico do País. Numa primeira análise, considerando uma comparticipação de 65% no preço de venda da energia (cenário mais provável), pode verificar-se que o projeto não tem viabilidade do ponto de vista estritamente financeiro, sendo as suas variáveis críticas o preço de venda para o consumidor final e a comparticipação do Estado no preço. A viabilidade financeira do projeto exige uma participação do Estado, a título de comparticipação no preço, superior a 77,25% no preço de venda da energia conforme demonstra a análise do Ponto Crítico implementada. Em alternativa, a viabilidade financeira do projeto poderá ser assegurada por uma comparticipação substancial a fundo perdido no valor do investimento inicial. De facto, para um cenário em que 50% do valor do investimento inicial é financiado a fundo perdido (melhor cenário), o projeto apresenta um VAL positivo assegurando-se assim a sua viabilidade financeira.
The main objective of this master’s degree project is to determine the feasibility of a green energy investment project in Angola. The investment project presented here is based on a technical study within the scope of entrepreneurial private investment in the field of green energy, with numbers and values that are as close as possible to reality, considering the Angolan social and economic context and providing information for financial analysis purposes, with the possibility of implementation in case its feasibility is verified. The financial feasibility study of the project under analysis is based on the application of decision criteria recommended in the reference literature for investment decision-making. With this study it is possible to have a broad view of the dilemma of investing in an energy production and supply project, considering its environmental impact, its implications for the development and economic growth, its financial viability, as well as the country’s socio-economic context. In the first analysis, considering a 65% share in the energy sale price (base case scenario), the investment project is not feasible from a strictly financial point of view with its critical variables being the selling price to the final consumer and the state share in the price. The financial feasibility of the project requires State funding, by way of a share in the price, higher than 77,25% of the energy price, as demonstrated by the break-even analysis. Alternatively, the financial viability of the project may be ensured by a substantial non-refundable contribution to the value of the initial investment. In fact, for a scenario where 50% of the value of the initial investment is financed by a non-refundable contribution (best case scenario), the project presents a positive NPV, thus ensuring its financial feasibility.
