Resumo(s)A presente tese sobre Amartya Sen e o Conceito do Desenvolvimento: O Caso Africano. Trata-se de uma investigação bibliográfica cujo objectivo é o de compreender fundamentalmente o pensamento do autor no que concerne às questões de desenvolvimento de justiça e de liberdade, deste modo, procurar estabelecer uma relação com o conturbado processo de desenvolvimento africano, mormente da África ao sul do Sara. Esta região do mundo apresenta índices de desenvolvimento muito baixos e, por essa razão, os sucessivos relatórios das Nações Unidas com base nos cálculos do Índice do Desenvolvimento humano (IDH), desenvolvido pelo próprio Amartya Sen, demonstram que a África continua a revelar uma incapacidade sistemática para reverter os índices de pobreza, de fome e de miséria. A metodologia empregue para esta investigação é de base qualitativa, mediante a consulta das obras de Amartya Sen como base principal da literatura especializada. Esta incursão sobre o universo do pensamento de Amartya Sen permitiu, efectivamente, concluir que a liberdade é um processo de desenvolvimento, e que África, em particular a Subsariana, tem um processo de desenvolvimento orientado unicamente para o crescimento do produto Nacional Bruto (PNB) e do produto Interno Bruto (PIB). E, deste modo, negligencia o factor decisivo para o mesmo desenvolvimento, que é o homem. Esta realidade é demonstrada sistematicamente nos vários relatórios fornecidos pelas Nações Unidas sobre o desenvolvimento humano e sobre o crescimento económico dos países do mundo. A partir desta verificação, o respeito pelos direitos, isto é, das liberdades individuais em África torna impreterível. Pois, sem isso, dificilmente a África se desenvolverá. A pobreza e a carência alimentar denunciam fortemente uma injustiça social apenas superável mediante a existência de instituições fortes e capazes. Foi com base nisso que Sen defendeu no seu livro Desenvolvimento como Liberdade que os efeitos da pobreza são tão visíveis para precisarem de muitos estudos. Por isso, assegura que há vários níveis intermédios que devem ser efectivamente explorados, pois eles têm respostas profícuas. Um claro apelo de Sen ao empoderamento do nível local.
This dissertation deals with the thought of Amartya Sen and The development concept: the African Case. It is in fact a bibliographic study aiming at primarily demystifying the thoughts of the Author in respect of issues of development, justice, freedom and, consequently, linking them to the tense process of the development of the African continent, mainly in the sub-Saharan Africa. This part of the world reveal very low development indicators/indexes and that is the reason why various United Nations reports based on the estimates of human development indexes (HDI) produced by Amartya Sen unveil the fact that Africa continues to demonstrate a morbid inability to reverse the poverty rates in the continent. The methodology used in this research is based on a painstaking study of various Amartya Sen’s works as the source of specialized literature. Although a number of Sen’s works have been explored Development as Freedom has been singled out as the main foundation for this essay. Conversely, the following works have played a relevant role: The concept of justice, poverty and hunger, a case study dealing with issues of rights, deprivation, ethics and economics. This trip through the universe of Amartya Sen’s thoughts on this issue has enable us to conclude that freedom is a development process, and that Africa, mainly the sub-Saharan Africa, has development process exclusively geared towards the growth of the Gross National Product (GNP) and the Gross Domestic Product (GDP), neglecting the decisive development factor, the people, who yearn for their individual rights, freedom without which Africa’s development will be postponed. Poverty and food shortage are a factual revelation of the injustice which can easily be overcome through the creation of strong and competent institutions. This is the reason why in Sen’s view the immediate factors preceding poverty are too obvious to be profoundly analyzed. So there are several intermediate levels of useful answers worth exploring.
