Resumo(s)A dimensão de segurança e defesa tem sido um dos maiores desafios da integração europeia, com a Política Comum de Segurança e Defesa (PCSD) formalizada no Tratado de Lisboa (2009) a significar um avanço concreto no que diz respeito ao objetivo da criação de uma segurança e defesa comum no quadro da UE. A PCSD permitiu o reforço do papel da UE enquanto ator provisor de segurança, não apenas na sua vizinhança estratégica, mas também no resto do mundo. Contudo, a fraca perceção das ameaças tradicionais à segurança interna, assim como, a falta de entendimento entre os Estados-membros da UE são fatores que condicionam a PCSD. Para além disso, o período pós-2008 afigurou-se um verdadeiro desafio, uma vez que teve um efeito significativo na capacidade financeira dos países da UE, no geral, e nos países do Sul da Europa, em particular. O presente trabalho tem por objetivo analisar as tendências na evolução da PCSD em Espanha e Itália, tomando por base a opinião pública que atua como um indicador refletindo as preferências dos cidadãos em relação a determinadas políticas. Enquanto estudos de caso, a Espanha e Itália, aqui analisados em perspetiva comparada – representam um contributo empírico no quadro da PCSD. A sua escolha justifca-se por serem dois Estados posicionados geograficamente no Sul da Europa, que apresentam semelhanças do ponto de vista político, económico e cultural e foram amplamente atingidos pela crise económica de 2008, bem como, pela crise migratória. A análise da trajetória evolutiva da opinião pública relativamente à PCSD em Espanha e em Itália tem por base o Intergovernamentalismo e diz respeito ao período compreendido entre 2003 e 2019. De acordo com o estudo realizado, a evolução da opinião pública em Espanha e Itália, embora com os trajetos evolutivos diferentes, evidencia uma tendência que, à luz do Intergovernamentalismo, chamamos de integration-friendly. Contudo, os desafios resultantes do Brexit, da COVID-19 e da mais recente vaga migratória proveniente de Ceuta poderão mudar a trajetória da evolução da opinião pública nestes dois países, principalmente em Espanha.
The security and defense which has been one of the greatest challenges of European integration, with the Common Security and Defense Policy (CSDP) formalized in the Treaty of Lisbon (2009) symbolizing a tangible move forward in regard to the objective of creating a common security and defense within the EU framework. CSDP has enabled the EU's role as an interim security agent to be strengthened, not only in its strategic neighborhood, but also in the rest of the world. However, the poor awareness of traditional threats to internal security, as well as the lack of understanding among EU Member States are factors that constrain the CSDP. Furthermore, the post-2008 period presented itself as a real challenge, as it had a significant effect on the financial capacity of the EU countries in general and Southern European countries in particular. This paper aims to analyze trends in the evolution of CSDP in Spain and Italy, based on public opinion that acts as an indicator reflecting the citizens' preferences regarding certain policies. As case studies, Spain and Italy, analyzed here from a comparative standpoint – represent an empirical contribution to the CSDP framework. Their choice is justified by the fact that they are two states geographically positioned in southern Europe, which have similarities from a political, economic and cultural point of view and were widely affected by the economic crisis of 2008, as well as by the migratory crisis. The analysis of the evolutionary trajectory of public opinion regarding CSDP in Spain and Italy is based on Intergovernmentalism and concerns the period between 2003 and 2019. According to the study carried out, the evolution of public opinion in Spain and Italy, although with different evolutionary paths, shows a trend that, in the light of Intergovernmentalism, we call integrationfriendly. However, the challenges resulting from Brexit, COVID-19 and the most recent migratory wave from Ceuta could change the trajectory of public opinion evolution in these two countries, mainly in Spain.
