As ferramentas da norma ISO 45001 como pilar na melhoria da cultura de saúde e segurança na indústria

Abstract

Esta dissertação enquadra-se no âmbito do 2º ano do mestrado em Engenharia Humana e através do estudo de caso e da investigação-ação como metodologias de investigação, pretende responder à pergunta de investigação: A aplicação de ferramentas da norma ISO 45001 contribui significativamente para o aumento da cultura de segurança de uma indústria? O projeto começa pelo estudo das leis portuguesas relativas à segurança e aos acidentes de trabalho e pelo estudo da norma ISO 45001, que serviram de base para o desenvolvimento de dois questionários. O primeiro pretende apurar a perceção dos trabalhadores em relação à cultura de segurança na empresa, com questões pessoais e de perceção. O segundo questionário foca as leis portuguesas e a norma ISO 45001 através de questões diretas à empresa que farão o paralelismo entre as características da empresa e o cumprimento das obrigações legais e dos requisitos da norma ISO 45001. É efetuada também uma análise estatística aos acidentes de trabalho em Portugal, entre os anos de 2014 e 2020, que será um input importante para o enquadramento da empresa em estudo no panorama nacional. A análise dos questionários é efetuada através de uma ferramenta que compara as respostas obtidas com as respostas esperadas. Em relação à perceção dos trabalhadores, a ferramenta apresenta uma análise dos dados demográficos e as percentagens de colaboradores que responderam às questões colocadas, agrupadas por temas. Esta mostra ainda dados estatísticos sobre as respostas de perceção. Relativamente ao questionário da empresa, a ferramenta analisa o cumprimento ou não dos requisitos e atribui uma classificação segundo os critérios definidos. Como resultado, obtém-se um posicionamento da empresa numa escala de cinco níveis de cultura de segurança e uma visão das áreas críticas que devem ser melhoradas. Este trabalho demonstra que as ferramentas da ISO 45001 são um forte apoio à melhoria da cultura de segurança de uma organização, contudo, a norma é pouco explícita em vários pontos fundamentais. Assim, considera-se que a norma ISO 45001 tem de estar sempre aliada às leis portuguesas e ambas, em conjunto, oferecem uma ferramenta válida para melhoria da cultura de segurança da organização.

This dissertation falls within the scope of the 2nd year of the Master's in Human Engineering and through the case study and action-research as research methodologies, it intends to answer the research question: The application of ISO 45001 standard tools contributes significantly to the increasing the safety culture of an industry? The project begins with the study of Portuguese laws relating to safety and accidents at work and the study of the ISO 45001 standard, which served as the basis for the development of two questionnaires. The first one intends to investigate the workers' perception in relation to the safety culture in the company, with personal and perception issues. The second questionnaire focuses on Portuguese laws and the ISO 45001 standard through direct questions to the company that will make a parallel between the company's characteristics and compliance with legal obligations and the requirements of the ISO 45001 standard. A statistical analysis of occupational accidents in Portugal is also carried out between 2014 and 2020, which will be an important input for the framing of the company under study in the national panorama. The analysis of the questionnaires is carried out through a tool that compares the answers obtained with the expected answers. Regarding the perception of workers, the tool presents an analysis of demographic data and the percentages of employees who answered the questions asked, grouped by theme. It also shows statistical data on perception responses. Regarding the company's questionnaire, the tool analyses the fulfilment or not of the requirements and assigns a classification according to the defined criteria. As a result, the company is positioned on a five-level safety culture scale and a vision of the critical areas that must be improved. This work shows us that the ISO 45001 tools are a strong support for improving the safety culture of an organization, however, the standard is not very explicit in several fundamental points. Thus, it is considered that the ISO 45001 standard must always be combined with the Portuguese laws and both, together, offer a valid tool for improving the organization's safety culture.
