Resumo(s)Desde o final do século XX, 1999, o GÁVEA – Observatório da Sociedade da Informação, da Universidade do Minho, como forma de ajudar os governos a dar uma melhor resposta aos seus serviços, vem desenvolvendo estudos que se focam na avaliação da presença na internet dos organismos da Administração Pública portuguesas, fazendo face à crescente importância do online e da utilização das Tecnologias de Informação e Comunicação (TIC). Esta dissertação trata-se de uma replicação com base na pesquisa acima referida, que neste caso, esta avaliação da presença da internet foca-se nos municípios Cabo-Verdianos, os quais, devido ao desenvolvimento recente deste país em e-government carece de um estudo relacionado nesta matéria. Para conseguir alcançar o objetivo acima referido, foi necessário reajustar e adaptar a grelha de avaliação à realidade Cabo-Verdiana, após as alterações terem sido efetuadas deu origem a uma grelha de avaliação modificada, sendo esta posteriormente aplicada aos websites dos municípios Cabo-Verdianos. A recolha dos dados foi efetuada por observação direta do website oficial das Câmaras Municipais Cabo Verdianas . Adicionalmente, o estudo envolveu também o envio de mensagens de mail para todas as câmaras com o intuito de avaliar o tempo de resposta e a relevância das mesmas a pedidos concretos de informação enviadas pelo cidadão, quer para os serviços da Câmara Municipal, quer para o seu Presidente, Vice-presidente e primeiro Vereador da oposição. Este documento pretende identificar possíveis melhorias no sentido de aumentar a satisfação dos cidadãos na utilização do e-government em Cabo Verde. Este trabalho tem um conjunto de objetivos, nomeadamente, caraterizar o nível da maturidade da presença na internet através da avaliação dos websites das Câmaras Municipais Cabo-Verdianas . Este estudo é pioneiro no contexto Cabo-Verdiano e deverá ser realizado, à semelhança do estudo homólogo realizado em Portugal pelo GÁVEA e que serve de referência ao presente estudo, periodicamente num intervalo de dois anos, de forma que as Câmaras Municipais sejam testadas com a finalidade de melhorar a sua presença na internet, acompanhar a sua evolução e partilhar boas práticas.
Since the end of the 20th century, 1999, GÁVEA – Observatory of the Information Society, University of Minho, as a way to help governments to give a better response to their services, has been developing studies that focus on evaluating the presence of the Internet in Portuguese public administration bodies, facing the growing importance of online and the use of information and communication technologies (ICT).This dissertation is a replication based on the above-mentioned research, which in this case, this evaluation of the presence of the Internet focuses on Cape Verdean municipalities, which, due to the recent development of this country in e-government, lacks a related study in this matter. To achieve the above-mentioned objective, it was necessary to readjust and adapt the evaluation grid to the Cape Verdean reality, after the changes were made gave rise to a modified evaluation grid, which was subsequently applied to the websites of the Cape Verdean municipalities. The data were collected by direct observation of the official website of the Cape Verdean city councils. In addition, the study also involved sending e mail messages to all Chambers to assess the response time and relevance of them to concrete requests for information sent by the citizen, both to the services of the City Council, and to its President, Vice President and first Councilman of the opposition. This document aims to identify possible improvements in order to increase citizens' satisfaction in the use of e-government in Cape Verde. This work has a set of objectives, namely, to feature the level of maturity of the presence on the Internet through the evaluation of the websites of the Cape Verdean city councils. This study is a pioneer in the Cape Verdean context and should carry out, like the homologous study conducted in Portugal by GÁVEA and which serves as a reference to the present study, periodically in an interval of two years, so that the Municipal Councils are tested to improve their presence on the Internet, monitor their evolution and share good practices.
