Resumo(s): | Nos últimos anos verificou-se o aumento de estudos sobre a taxa efetiva de imposto, em
consequência do aumento da concorrência fiscal e das discrepâncias entre a taxa nominal e a taxa efetiva
de imposto. Neste sentido, tornou-se crucial compreender não só como é que a taxa efetiva de imposto
tem evoluído, bem como que determinantes são responsáveis por influenciar a mesma.
Embora se verifique uma maior atenção sobre as taxas efetivas de imposto, os estudos acerca
do seu comportamento ainda são escassos. Por isso, estudar a taxa efetiva de imposto e as suas
determinantes é importante, atendendo a que as suas conclusões têm valor prático não só para os
decisores políticos, bem como para as decisões de investimento.
Esta dissertação tem como objetivo analisar a evolução das taxas efetivas em Portugal entre o
período de 2014 a 2019. Complementarmente, a taxa efetiva é calculada de diferentes formas, com
denominador RAI, EBIT e EBTIDA com o objetivo de averiguar a sua relação com as caraterísticas da
empresa.
Foi possível concluir que as diferentes formas de cálculo da ETR tem efeitos diferentes na
evolução média da taxa efetiva de imposto. Sendo que a ETR com base no RAI assume uma evolução
muito semelhante com a taxa nominal. Contudo, ao considerar o cálculo da ETR com recurso ao EBIT
ou ao EBTIDA é possível verificar que o imposto estimado é inferior à taxa nominal. Os resultados indicam
que para estas duas formas de cálculo que as empresas portuguesas estão a pagar menos imposto do
que o devido.
Os resultados da estimativa dos modelos, apontam para uma relação negativa entre a ETR e a
alavancagem financeira e a intensidade de capital. Adicionalmente, constatei uma disparidade regional
dentro do próprio do país, existem regiões como as do litoral em que a estimativa de imposto é superior
às regiões do interior. In recent years there has been an increase in the number of studies on the effective tax rate, as a result of increased tax competition and discrepancies between the nominal and the effective tax rate. In this sense, it has become crucial to understand not only how the effective tax rate has evolved, but also which determinants are responsible for influencing it. Although more attention is being paid to effective tax rates, studies on their behavior are still scarce. Therefore, studying the effective tax rate and its determinants is important, given that its findings have practical value not only for policy makers, but also for investment decisions. This dissertation aims to analyze the evolution of effective tax rates in Portugal from 2014 to 2019. In addition, the effective tax rate is calculated in different ways, with denominator RAI, EBIT and EBTIDA in order to investigate its relationship with the characteristics of the company. It was possible to conclude that the different ways of calculating the ETR have different effects on the average evolution of the effective tax rate. ETR based on RAI assumes a very similar evolution with the nominal rate. However, when considering the calculation of ETR using EBIT or EBTIDA it is possible to verify that the estimated tax is lower than the nominal rate. The results indicate that for these two forms of calculation Portuguese companies are paying less tax than they should. The results of the model estimation point to a negative relationship between ETR and financial leverage and capital intensity. Additionally, I found a regional disparity within the country itself; there are regions such as those on the coast where the tax estimate is higher than those in the interior. |
