À procura de um lugar na cidade: imigração brasileira e dinâmicas imobiliárias em Braga

Abstract

O dinamismo demográfico e económico dos últimos anos marca incontornavelmente as nossas cidades, com enfoque na dimensão habitacional, por onde circula o capital com interesses no imobiliário. Este constitui-se como um dos seus campos privilegiados de ação, sempre orientado para a procura de lucro, incluindo o obtido através dos investimentos no setor habitacional, não considerando a habitação como um direito humano fundamental, mas sim como uma mera mercadoria. Tal pode ser observado também no contexto da cidade de Braga. Neste território urbano emergem dinâmicas, mormente mercantis, marcadas pela inflação dos preços de venda e de arrendamento habitacional. Entre estas, podemos destacar o crescente dinamismo demográfico, propiciado pelo acolhimento de fluxos migratórios, em particular, brasileiros, que possuem já uma longa história migratória transatlântica, em direção a Portugal, marcada por várias vagas e que, nos últimos anos, vêm registando um crescimento considerável. Além de colocarem desafios em diversos âmbitos e oferecer oportunidades diversas, estes fluxos transformam as nossas cidades, que não são mais as cidades tal como as conhecíamos, mas sim novas configurações urbanas, profundamente alteradas. Assim, com objetivo de compreender de que forma as recentes dinâmicas migratórias provenientes do Brasil para a cidade de Braga influenciam as dinâmicas do mercado imobiliário, recorreu-se à mobilização de uma metodologia de tipo qualitativo-quantitativo, adotando o método do Estudo de Caso Alargado e as técnicas de análise de dados estatísticos secundários, etnografia virtual e à realização de entrevistas semiestruturadas, realizadas com unidades múltiplas de análise. Verifica se, então, que os perfis migratórios dos indivíduos provindos do Brasil em direção a Portugal são hoje muito diversificados, fenómeno que marca inclusive a diversidade de motivações que alimentam esta vaga e impactam nas decisões, em vários momentos – saída, chegada e fixação. Apesar de reportarem um défice no usufruto do direito à cidade, a satisfação ao nível do acolhimento, em geral, é elevada, alimentando um sentimento de pertença e vivência da cidade como um todo, inclusive ao nível de infraestruturas e equipamentos. Além destas dinâmicas demográficas foram analisadas outras que influem também no mercado, um mercado em ebulição e rarefação, aprofundando a sua instabilidade e agravando as dificuldades no acesso à habitação de modo generalizado, num cenário de diminuição da oferta e concomitante aumento dos preços.

The demographic and economic dynamism of recent years has unavoidably marked our cities, with a focus on the housing dimension, where capital with interests in real estate circulates. This is one of its privileged fields of action, always oriented towards the search for profit, including that obtained through investments in the housing sector, not considering housing as a fundamental human right, but as a mere commodity. This can also be observed in the context of the city of Braga. In this urban territory, mainly mercantile dynamics emerge, marked by the inflation of sale prices and housing rents. Among these, we can highlight the growing demographic dynamism, propitiated by the reception of migratory flows, particularly Brazilians, who already have a long transatlantic migratory history towards Portugal, marked by several waves and which, in recent years, have been registering considerable growth. Besides posing challenges in several areas and offering diverse opportunities, these flows transform our cities, which are no longer the cities as we knew them, but new urban configurations, deeply changed. Thus, in order to understand how the recent migratory dynamics from Brazil to the city of Braga influence the dynamics of the real estate market, we resorted to the mobilization of a qualitative-quantitative methodology, adopting the Extended Case Study method and the techniques of secondary statistical data analysis, virtual ethnography, and semi-structured interviews, carried out with multiple units of analysis. It is verified, then, that the migratory profiles of individuals coming from Brazil to Portugal are today very diverse, a phenomenon that marks even the diversity of motivations that feed this wave and impact their decisions, at various moments - departure, arrival, and settlement. Despite reporting a deficit in the usufruct of the right to the city, their general satisfaction with the welcome is high, feeding a sense of belonging and experience of the city as a whole, including the level of infrastructure and equipment. Besides these demographic dynamics we analysed others that also influence the market, a market in boiling and rarefaction, deepening its instability and aggravating the difficulties in access to housing in a generalized way, in a scenario of decreasing supply and concomitant increase in prices.
