Resumo(s): | O presente estudo aborda o ensino superior no Brasil com a finalidade de compreender de que modo
as orientações propostas pelas políticas curriculares – consubstanciadas nas Diretrizes Curriculares
Nacionais (DCNs) para a graduação –, foram incorporadas pelos docentes nos processos de reformulação
dos projetos político-pedagógicos (PPPs) dos cursos desse nível de ensino. Tendo em vista esta
problemática, nesta investigação procuramos: (i) compreender a forma como os professores se apropriaram
das DCNs; (ii) conhecer as suas concepções acerca de PPP; (iii) identificar as principais práticas que
contribuíram para a realização da reforma curricular; (iv) identificar os principais constrangimentos que
dificultaram a efetivação da reforma; (v) refletir sobre o tipo de formação que tem sido promovida nos
cursos; e (vi) averiguar como é que as orientações curriculares contidas nas DCNs foram transpostas pelos
professores para os novos PPPs.
Para investigar esses aspectos, definimos como amostra sete professores ocupantes de cargos de
gestão pedagógico-curricular, em três cursos de Engenharia da Universidade Federal do Ceará (UFC). Tratase
de um estudo exploratório, de caráter qualitativo, compreendendo a realização de entrevistas semiestruturadas
com os professores e a análise documental das DCNs e dos PPPs dos três cursos.
Dos resultados obtidos com este estudo, destacamos que: (i) as DCNs foram apropriadas pelos
docentes através de mecanismos de reprodução normativa; (ii) predomina a concepção de projeto como
plano; (iii) as principais práticas que contribuíram para a concretização da reforma foram: o diagnóstico da
situação dos cursos, a decisão dos responsáveis pelos cursos fazerem a reforma coletivamente, a
colaboração e o compartilhamento de aprendizados entre os coordenadores dos cursos e a liderança
exercida pela Diretoria do Centro de Tecnologia (CT), ao qual os cursos estão vinculados; (iii) os fatores que
mais dificultaram a reforma foram: a sobrecarga de trabalho dos docentes na universidade, a
sobrevalorização da graduação e as resistências dos professores em defesa de seus campos disciplinares;
(iv) embora haja consciência da necessidade de superação do tecnicismo característico dos cursos de
Engenharia, isso continua como um desafio a ser superado nos cursos investigados; e (v) há coerência entre
os PPPs dos cursos e as DCNs.
Apesar de a reprodução normativa ter prevalecido na apropriação que os docentes fizeram das
recomendações das DCNs, configurando-se como um senso de dar cumprimento a lei, observamos que isto
se deu muito mais nos aspectos organizativos e disciplinares dos PPPs do que nos seus princípios. This study examines higher education in Brazil in order to understand how the guidelines proposed by the curricular policies - embodied in the National Curriculum Guidelines (DCNs) for undergraduation - were incorporated by professors in the process of recasting the political-pedagogical projects (PPPs) of the courses on this level. Given this problem, in this research we seek to: (i) understand how professors appropriated the DCNs (ii) know their conceptions of PPP, (iii) identify key practices that contributed to the achievement of the curriculum reform (iv) identify the main constraints that hindered the effectiveness of the reform, (v) reflect on the type of training that has been promoted in the courses, and (vi) ascertain how the curriculum guidelines contained in the DCNs were implemented by professors for new PPPs. To investigate these aspects, we defined, as our sample, seven professors occupying curricularpedagogical management positions, in three courses of Engineering at the Federal University of Ceará. This is an exploratory study, of qualitative character, comprising the excecution of semi-structured interviews with the faculty staff, as well as the documentary analysis of the DCNs and the PPPs of the three courses. From the results obtained from this study, we highlight that: (i) the DCNs were appropriated by professors through regulatory mechanisms of reproduction, (ii) prevails the conception of project as a plan, (iii) the main practices that contributed to the achievement of the reform were : the diagnosis of the situation of the courses, their decision to make the reform together, collectively, the collaboration and sharing of learning between the coordinators of the courses and leadership provided by the Board of the Technology Center, the center to which the courses are bound; (iii) the factors that mostly hindered the reform were: the workload of the faculty members at the university, the overvaluation of undergraduation and the resistance imposed by professors in order to defend their disciplinary fields, (iv) although there is awareness of the need to overcome the characteristical technicism of Engineering courses, this remains a challenge to be surpassed in the courses investigated, and (v) there is consistency between the courses PPPs and the DCNs. Despite regulatory mechanisms of reproduction have prevailed in the appropriation made by professors of the DCNs recommendations, which configures a sense of fulfilling the law, we observe that this happened much more in disciplinary and organizational aspects of the PPPs than in its principles. |
