A evolução da Segurança Social em Portugal e o seu enquadramento internacional

Abstract

A crescente preocupação relativamente ao futuro do actual sistema de Segurança Social português tem incentivado o aumento da investigação na área. No entanto, os estudos têm incidido essencialmente na componente financeira do problema, ignorando o aspecto social. O presente estudo irá, por isso, procurar preencher a lacuna deixada por estas análises, dando particular ênfase à componente das pensões de velhice. Como tal, a primeira parte do trabalho incidirá sobre a sustentabilidade financeira e a componente institucional da Segurança Social onde analisaremos dados estatísticos e simularemos os valores das pensões de velhice para diferentes cenários e diferentes fórmulas de cálculo. A segunda parte abordará a sustentabilidade social do sistema com base, inicialmente, nas três tipologias dos estados sociais de Esping- Andersen, sendo, posteriormente, complementada por uma análise hierárquica de clusters que nos permitirá enquadrar o sistema português num contexto internacional no que respeita às pensões de velhice.

The growing preoccupation concerning the future of the current Portuguese Social Security system has been encouraging a lot of investigation in this area. However, these studies have been focusing mainly on the financial component of the problem, leaving aside its social aspect. This study will, therefore, attempt to fill in this gap created by other analysis, conceding an extra importance to the component regarding the old-age pensions. With this said, the first part of the study will be approaching the financial sustainability and the institutional component of the Social Security where we will analyze statistical data and simulate the different outcomes in old-age pension values that would arise from the past calculation formulas along with the most recent ones, for different scenarios. The second part will focus on the social sustainability of the system having in mind, initially, the three social welfare typologies of Esping- Andersen, being complemented, right after, by a hierarchical cluster analysis which will allow us to place the Portuguese system in an international context regarding the oldage pensions.
