O direito das crianças à educação pré-escolar pública de qualidade: análise crítica da implementação do modelo de educação e cuidado infantil em Portugal

Abstract

A Educação Pré-Escolar em Portugal tem sido objecto de múltiplas redefinições no que concerne à sua concepção, às funções sociais e à organização da rede de jardins de infância. Em 1997, a publicação da Lei-Quadro da Educação Pré-Escolar marca o início de um novo ciclo de reestruturação deste nível de educação. Neste trabalho focalizaremos a nossa análise na definição e implementação do novo modelo organizacional dos jardins de infância públicos. A nova arquitectura deste modelo configura uma proximidade ao modelo centrado numa concepção de sistema integrado de Educação e Cuidado Infantil, materializando, assim, uma orientação transnacional. A partir dos dados de um estudo de caso realiza- do num concelho do Norte de Portugal, conclui-se que houve uma melhoria na expansão da oferta educativa. Contudo, verificam-se problemas na implementação do novo modelo e foram criados novos obstáculos à igualdade de acesso das crianças à educação.

Preschool Education in Portugal has been suffering many redefi nitions in its design, its social functions and the organization of the kindergarten network. In 1997, the Law of Preschool Education is a landmark of a new cycle of restructuring at this educational level. In this article, we will focus our analysis on the defi nition and implementation of the new organizational model of the public kindergartens. The new architecture of this model confi gures a proximity to the model centered in an idea of an integrated system of Child Education and Care, materializing, thus, a transnational orientation. On the basis of a case study conducted in a county of the North of Portugal, it has been concluded that there was an improvement in the enlargement of the educational offer, however there were problems in the implementation of the new model and new obstacles were raised that hindered the equality of access of children to education.
