Caracterização e avaliação geral da formação dos trabalhadores da construção: contributos para uma cultura de prevenção mais efetiva

Abstract

A indústria da Construção e Obras Públicas apresenta características muito especiais e específicas. O corpo de trabalhadores envolvidos é muito vasto e diferenciado. Uma pesquisa bibliográfica, a nível nacional e internacional, sobre a temática da Segurança na Construção evidencia que se trata de assunto largamente analisado em Portugal e em toda a Europa, com um amplo suporte legislativo e guias técnicos de apoio à atividade. Contudo, continua a ser um dos sectores a registar, por ano, mais acidentes de trabalho graves e mortais. Desta constatação surgiu o interesse em procurar entender os motivos para se registarem, anualmente, valores tão elevados de acidentes na Construção. Apurou-se através de pesquisa bibliográfica que, em Portugal, a falta de formação e informação em matéria de Segurança no Trabalho incita a ausência de uma cultura de segurança, o que contribui significativamente para o aumento do número de acidentes de trabalho registados na Construção. Foi então iniciada uma investigação com o objetivo de avaliar o grau de formação, de conhecimento e de envolvimento dos trabalhadores da Construção na temática da Segurança no Trabalho. O instrumento de investigação utilizado foi o inquérito por questionário. Neste sentido, foi elaborado um inquérito aplicável aos trabalhadores da Construção e outro aplicável aos Técnicos e Técnicos Superiores em Segurança no Trabalho que ministram formações no âmbito da temática da Segurança na Construção. O objetivo final deste trabalho de investigação é definir uma linha de ação que poderá permitir reduzir significativamente o número de acidentes de trabalho neste setor de atividade, nomeadamente, no âmbito da formação dos trabalhadores, na temática da Segurança no Trabalho.

Civil Construction Industry and Public Works presents very special and specific features. The labour force involved is extremely wide and diversified. Different tasks are usually carried out simultaneously, placing many workers in the same area. A bibliographic research, on a national and international scale, in civil construction can lead us to the conclusion that this is an issue widely analysed in Portugal and throughout Europe, with a large legal support and technical guidance in this activity. Nevertheless, it is still one of the professional areas that has the highest record of the most serious and deadly accidents. Following this conclusion, it has been aroused the interest in understanding the reasons that, each year, increase the number of construction accidents. A conclusion has been reached through bibliographical research: in Portugal, the lack of information and training in matters of Safety at Work leads to an absence in safety preservation, which largely contributes to the increase in the number of work-related accidents registered in the Construction area. Therefore, a research has been conducted to assess the degree of training, knowledge and involvement of Construction workers in matters of Safety at Work. The research method was the questionnaire. Consequently, it was prepared a questionnaire that could be applied to Technicians and Specialized Technicians in Safety at Work who train other workers in Construction Safety. The final goal of this research work is to define a guideline that can greatly reduce the number of work-related accidents in this area, mainly regarding the workers’ training in matters of Safety at Work.
