Resumo(s): | O notável crescimento quantitativo pelo qual passaram, nos últimos anos, os Institutos Federais de
Educação, Ciência e Tecnologia, em todo Brasil, tem despertado inquietações de pesquisadores de
todo o país sobre a configuração organizacional deste tipo de instituição. O Rio Grande do Norte
apresentou um quadro de expansão diferenciado quando comparado aos demais Estados da
Federação e, por isso, foi selecionado para a realização deste estudo. Tal como as outras organizações
integrantes da Rede Federal de Educação Profissional, o Instituto Federal de Educação, Ciência e
Tecnologia do Rio Grande do Norte (IFRN) apresenta uma configuração organizacional escolar atípica,
ao integrar vários subsistemas de educação sob o mesmo “guarda-chuva” infraestrutural e
administrativo. Assim, de modo a compreender este modelo organizacional, que comportou a
democratização do acesso a diversos níveis de ensino, inclusive, a partir de 2008, com a oferta de pósgraduações
stricto sensu, foi necessário imergir nas políticas nacionais e internacionais. Nessa
concepção, o sistema educacional da França, Alemanha, Reino Unido e Portugal, países que
apresentam fortes tradições quanto ao ensino técnico, foram estudados para confrontar a realidade do
Brasil e, com isso, contribuir com a interpretação deste momento singular da educação nacional. Para
alcançar o objetivo traçado, a nossa pesquisa elegeu atores dos campi da primeira fase da expansão
(2007-2013) – Currais Novos, Ipanguaçu e Natal-Zona Norte – além do Campus Natal-Central que
serviu como elemento chave de comparação, visto ser o mais antigo de todos. A partir dos
depoimentos de seis gestores e quatro professores, colhidos a partir de entrevistas semiestruturadas,
por um lado, e de 306 alunos através do inquérito por questionário, de outro, foi possível efetuar o
cruzamento de suas falas e impressões e, assim, extrair a representação organizacional que cada um
desses agentes possuem. Ao realizar essa análise em uma ordem inversa à tradicional, isto é, a partir
dos discentes egressos até o topo da organização, foi possível, como resultado, perceber a forte
presença dos modelos racional-burocrático, político e ambíguo, sendo este último, dado o momento e
as consequências turbulentas provocadas pela expansão, de caráter aparentemente transitório. Por
outro lado, dentre os efeitos causados pela expansão, se destaca a não fidelização dos alunos dos
cursos técnicos profissionalizantes, quando têm a oportunidade de continuar seus estudo no Ensino
Superior nessa mesma instituição e, ao contrário disso, preferem migrar para uma outra como, por
exemplo, as Universidades. As causas que levam os alunos a tomarem essas decisões remetem para
reformas e políticas decisórias, internas e externas à instituição, que acabaram por influenciar a oferta
e a procura pelos cursos do IFRN. The remarkable quantifiable growth the Federal Institute of Education for Science and Technology (IFRN) has passed through in recent years throughout Brazil has aroused the concern of researchers from around the country on the organizational behavior of this institution. Rio Grande do Norte presented a different expansion blueprint in comparison to other states with an IFRN representation, and therefore forms the fulcrum of this study. The IFRN is a school organization and member of the Federal Professional Education Network, presented along with other schools as uncharacteristic for possessing High School and College education under the same infrastructural and administrative “umbrella”. Thus, for the purpose of research it is necessary, in the context of national and international public policy, to understand which organizational model is the one that enabled the democratization of access to the various levels of education, including the possibility of post-graduate stricto sensu offer, from 2008 onwards. In this study, the educational systems in France, Germany, the UK and Portugal, countries with strong traditions as to technical education, are set as the benchmark to confront the reality in Brazil and thereby to contribute to the interpretation of the current state of affairs of national education. To achieve the established objective, the study was provided to the actors of the campi of the first phase of expansion: Currais Novos, Ipanguaçu and Natal-Zona Norte, plus the Campus Natal-Central, which served as a key comparison element, since it is the oldest campus of them all. From the testimonies of 6 managers and 4 teachers harvested from an interview survey on the one hand, and 306 students through the questionnaire survey on the other, it was possible to make the crossing of their responses and impressions, as well as extract the organizational representation that each of these agents possessed. In carrying out this analysis in a reverse order as opposed to the traditional way; that is, from the graduating students to the top of the organization, it was possible to realize the strong presence of rational bureaucratic models, political and ambiguous, the latter being given the time and the turbulent consequences caused by the expansion of apparently temporary nature. On the other hand, from the effects caused by the expansion stands out not loyalty of students of professional technical courses, when they have the opportunity to continue their studies in Colleges education at the same institution and, on the contrary, prefer to move to other institutes such as, for example, Universities. The causes that lead students to take these decisions refer to the decisionmaking and political reforms, internal and external, to the institution which ultimately influences the supply and demand by IFRN courses. |
