Desvendar relações inter-étnicas: identificando comportamentos estigmatizantes e/ou discriminatórios no contexto de reinserção num Centro Educativo

Abstract

A presente investigação permite-nos compreender como é que as relações se desenvolvem nos Centros Educativos - instituições onde crianças e jovens cumprem medidas de internamento por atos considerados crime praticados antes da idade de responsabilização criminal (16 anos) - nomeadamente as relações entre os jovens em geral e as minorias étnicas/raciais em particular; assim como identificar a forma como os Técnicos Profissionais de Reinserção Social reagem perante os comportamentos dos jovens e como as suas atitudes influenciam ditas relações, tentando desvendar se têm um cariz discriminatório. Tendo em conta uma panóplia de técnicas oferecidas pelas Ciências Sociais, foi adotada a metodologia qualitativa, optando-se por várias técnicas, entre elas a análise documental, a pesquisa de terreno através da observação participante e não participante e as entrevistas, escolhendo a análise de discurso para a sua interpretação. Devido à escassez de casos de estudo em Portugal sobre as relações inter-étnicas e raciais, especificamente em Centros Educativos, através da análise de 26 processos individuais, 29 entrevistas realizadas a 26 jovens e a 3 Técnicos Profissionais de Reinserção Social e numerosas observações in loco, pretende-se verificar se a diversidade étnico-cultural é sustentada, incluída e valorizada. Auferimos que a raça negra e a etnia cigana são suscetíveis a situações de segregação, discriminação social e pobreza e, quando estes marcadores se cruzam com a criminalidade e reclusão, determinam as condições objetivas de vida destas minorias. Verificando, assim, um reforço dos estereótipos associados às categorias sociais em questão, limitando o seu percurso no internamento em Centro Educativo. É importante salientar que o propósito desta investigação não é fazer generalizações. Os resultados alcançados permitirão avaliar se no contexto em estudo se verifica discriminação e/ou racismo e, na medida do possível, promover a sensibilização por parte das entidades estatais para que tomem especial atenção às repercussões que este fenómeno pode causar nos indivíduos institucionalizados, especificamente nas suas trajetórias futuras.

The following investigation allow us to understand how does the relations develop in the Education Centers- institutions where children and young people comply with internment measures because of actions considered crime, practiced before the age of criminal responsibility (16 years)- especially the relations between the young people in general and the ethnical/racial minorities in particular; as to identify the way Professional Technicians of Social Reinsertion react facing young’s behavior and how their attitudes influence those relations, trying to uncover if those have a discriminatory nature. Considering a panoply of techniques offered by the Social Sciences, it was adopted the qualitative methodology, opting by several techniques, among them the documental analysis, the field survey through the participant and non-participant observation and the interviews, choosing the discourse analysis for their interpretation. Due to the scarcity of case studies in Portugal about the racial and interethnic relations, specifically in the Educational Centers, trough the analysis of 26 individual processes, 29 interviews performed to 26 young people and to 3 Professional Technicians of Social Reinsertion and numerous observations in loco, it is intended to verify if the ethniccultural diversity is sustained, included and valued. We earn that the black race and gipsy ethnicity are susceptible to situations of segregation, social discrimination as well as poverty, and when these indicators intersect with criminality and seclusion, they determine the objective conditions of how these minorities live. We can verify, thus, a reinforcement of the stereotypes associated with the social categories in question, limiting their course in the internment in the Educational Centers. It is of great importance to enhance that the purpose of this investigation it is not to do generalizations. The results achieved will allow to evaluate if in the study context exists discrimination and/or racism and, as far as possible, promote the awareness by state entities so they take special attention to the repercussions which this phenomenon might cause in the institutionalized individuals, especially in their future trajectories.
