O Índice de Transparência Municipal em Portugal e a perceção dos Municípios

Abstract

A corrupção é um problema que preocupa a sociedade portuguesa e que tem estado em destaque nos últimos anos. Toda esta instabilidade que se vive atualmente tem vindo a aumentar o nível de desconfiança na sociedade, pelo que se torna fundamental cada vez mais que as entidades públicas sejam transparentes, pois a transparência é um fator capaz de influenciar os níveis de confiança, mesmo em países onde os níveis de corrupção são elevados (Bauhr & Grimes, 2014). Com o objetivo de combater a corrupção em Portugal e promover a transparência, integridade e responsabilidade nas entidades públicas e privadas foi fundada em 2010 a TIAC – Transparência e Integridade, Associação Cívica. A TIAC tem vindo a desenvolver várias iniciativas de combate à corrupção e de incentivo à transparência, onde se evidencia a elaboração anual do índice de transparência municipal (ITM), que visa qualificar o nível de transparência de cada município de acordo com indicadores específicos, sendo os resultados divulgados e colocados à disposição de toda a população. Em Fevereiro de 2017 foram divulgados os resultados do índice de transparência municipal em Portugal de 2016, aos quais reagiu a Associação Nacional de Municípios Portugueses, questionando a credibilidade e a forma como é elaborado o índice de transparência municipal em Portugal (Soldado, 2017). Deste modo, surge o interesse no tema e em perceber a perceção dos municípios sobre o referido índice. Através deste estudo, pretende-se aprofundar os conhecimentos sobre o Índice de Transparência Municipal em Portugal, assim como tentar perceber, qual a perceção dos municípios envolvidos nesse índice, sobre o mesmo. Conclui-se que de uma forma geral todos os municípios atribuem importância ao índice de transparência municipal e trabalham constantemente de forma a melhorar a sua comunicação com o munícipe e assim alcançar melhores posições no ranking. Não obstante, os municípios consideram que ainda existe algum trabalho a desenvolver para melhorar e aperfeiçoar o índice, de forma a adaptar os indicadores usados às necessidades de todos os munícipes. Os municípios consideram ainda que deveria haver uma ligação mais próxima e uma melhor comunicação entre o ITM e os municípios, permitindo a estes saber claramente o que é pretendido e como devem proceder para melhorarem a forma como divulgam a informação atualmente.

The corruption is a problem that concern the portuguese society and that has been in feature during the last years. All of this instability that we live currently is increasing the level of mistrust in society, so that it becomes fundamental that even more time public entities are transparent, because transparency is a factor capable of influencing levels of trust, even in countries where levels of corruption are high (Bauhr & Grimes, 2014). In order to combat corruption in Portugal and promote transparency, integrity and accountability in public and private entities, was founded in 2010 the TIAC - Transparency and Integrity, Civic Association. TIAC has been developing a number of initiatives to combat corruption and to encourage transparency, where stands out the elaboration of the annual index of municipal transparency (ITM), that is designed to qualify the level of transparency of each municipality according to specific indicators and the results are disseminated and made available to the entire population. In February 2017, the results of the Municipal Transparency Index in Portugal of 2016 were released, to which the National Association of Portuguese Municipalities reacted, questioning the credibility and the way how the index of municipal transparency in Portugal is drawn up (Soldado, 2017). In this way the interest in the theme arises and in perceiving the perception of the municipalities in said index. This study intends to deepen the knowledge about the Municipal Transparency Index in Portugal, as well as to try to perceive, as the perception of the municipalities involved in this index, about the same. It is concluded that, in a general way, all municipalities attach importance to the municipal transparency index and work constantly in order to improve their communication with the residents and thus achieve better positions in the ranking. Nevertheless, the municipalities consider that there is still some work to improve and refine the index to be developed, in order to adapt the indicators used to the needs of all residents. The municipalities also consider that there should be a closer connection and better communication between the ITM and the municipalities, allowing the municipalities to know clearly what is intended and how they should proceed to improve the way they disclosure the information currently.
