Construção de diagnóstico para avaliação prévia de projetos sociais

Abstract

O presente estudo tem o objetivo de analisar criticamente a metodologia de avaliação de projetos utilizada pela Suframa, órgão responsável pela gestão da Zona Franca de Manaus (ZFM), em seus projetos de âmbito social. A avaliação de projetos sociais deve convergir para a simplificação das decisões políticas, com a utilização de processos de racionalização das políticas públicas que passam obrigatoriamente pela mensuração dos resultados finais contrapostos aos objetivos previstos. Desde a década de 1990, as instituições internacionais de fomento ao investimento público, como o Banco Interamericano de Desenvolvimento (BID) e o Banco Internacional para Reconstrução e Desenvolvimento (BIRD), passaram a requerer a implementação de sistemáticas de controlo dos recursos aplicados por parte dos países que recorrem a essas fontes de financiamento internacional. O presente estudo ressalta a necessidade de uma revisão da metodologia de avaliação dos convênios, com o fim de obter informações padronizadas quanto à eficiência e à eficácia dos investimentos realizados pela autarquia, possibilitando reduzir os riscos inerentes aos projetos e propiciando uma parametrização que venha a subsidiar a decisão quanto à celebração de novos convênios. Este estudo pretende planear as ações pertinentes à celebração de convênios, permitindo um acompanhamento mais detalhado do projeto pela promoção de uma maior eficiência na aplicação dos recursos públicos, maior eficácia dos objetivos propostos e garantir a efetividade dos impactos no contexto das dimensões sociais previstas. A metodologia de avaliação ex ante aplicada ao estudo representou uma mudança de paradigma no contexto das transferências voluntárias. A metodologia possibilitou conhecer o público-alvo ao dar dimensões determinadas e adequadas ao projeto, de forma que este possa atender às demandas de infraestrutura necessárias a seu próprio funcionamento e manutenção. O diagnóstico estabeleceu coletivamente o modelo de gestão e a estrutura de custos para a operação e a manutenção do empreendimento, reduzindo a possibilidade de insucesso do empreendimento e, consequentemente, o desperdício de recursos públicos ocasionados pela falta de planeamento ou pela presença de imperfeições fundamentais no mesmo.

The present study aims to conduct a critical study of the evaluation methodology currently used by Suframa, the independent Brazilian entity for management of the Manaus Free Trade Zone (ZFM) in relation to its social projects. Evaluations of social projects must converge to the streamlining of political decisions, using processes of public policies rationalization that must be executed with the measurement of results against expected objectives. Since the 1990s, international institutions for the promotion of public investments, such as the Inter-American Development Bank (IDB) and the International Bank for Reconstruction and Development (IBRD), now require implementation of resource control systems applied by the countries that use these international financing resources. In view thereof, this study highlights the need for a methodological review of signed agreements results evaluation, in order to obtain standardized information on the efficiency and effectiveness of investments made by the autonomous statutory institutions, allowing the reduction of the inherent risks to projects and providing a parameterization that will subsidize the decision regarding the signature of new agreements. The purpose of this study is to improve the planning of actions prior to the celebration of agreements, allowing a more detailed monitoring of the project by means of promoting greater efficiency in the application of public resources; greater effectiveness of the proposed objectives, and assurance of effectiveness regarding some impacts in the context of the dimension of prognosis. The ex ante evaluation methodology applied to the study represented a paradigm shift in the context of voluntary transfers. The methodology made it possible to recognize target audience by the aggregation of specific and appropriate dimensions to the project, so that it can meet the infrastructure demands necessary for its own operation and maintenance. The diagnosis collectively established the management model and cost structure for the operation and maintenance of the initiative, reducing its chance of failure and, consequently, the waste of public resources caused by the lack of planning or the presence of fundamental imperfections in the project.
