Segurança ambiental no Ártico: uma análise crítica do papel da Comissão Europeia à luz da segurança humana (2008-2021)

Abstract

Devido à intensificação das alterações climáticas no Ártico, bem como ao aumento das atividades humanas na região, as Populações Indígenas vivem uma situação de insegurança ambiental e humana. A União Europeia é considerada um líder na governação ambiental internacional, da mesma forma que possui em seus princípios fundamentais, o respeito pelos Direitos Humanos. A presente dissertação visa investigar a resposta da UE face às consequências das alterações climáticas na região do Ártico, em geral, e o efeito dessas mudanças na Segurança Humana das Populações Indígenas em particular. Tendo como a pergunta central de investigação, "Como a Comissão Europeia promoveu a Segurança Ambiental no Ártico assente numa abordagem centrada na Segurança Humana, através da Política da União Europeia para a região, desenvolvida entre 2008 e 2021?", a presente investigação não procura promover uma reflexão acerca da atual situação do Ártico, mais especificamente, dos seus habitantes, que não são considerados nos estudos sobre a região, através da Metodologia Reconstrutiva, a partir da qual há o reconhecimento da existência de um hiato entre a situação ideal e real, tendo como quadro teórico a Segurança Humana. Com base na análise das Comunicações da Comissão Europeia sobre a atuação da União no Ártico, desenvolvidas em 2008, 2012, 2016 e 2021 e em entrevistas qualitativas semiestruturadas, assente em sete categorias: objeto referente, tipo de ameaça; objetivos climáticos e ambientais; defesa dos direitos das Populações Indígenas (empoderamento, resiliência, autonomia, etc.); perceção das alterações climáticas; abordagem das políticas de desenvolvimento sustentável; e o foco dos acordos multilaterais, concluiu-se que há uma diferença existente entre a promoção ideal de Segurança Humana e o que de facto acontece na realidade estudada. Não obstante, apesar da União Europeia não ter institucionalizado o conceito de Segurança Humana como um instrumento e um guia na aplicação das suas políticas, foi percecionado uma evolução da atuação da Comissão Europeia no Ártico, no contexto dos impactos das alterações climática na vida das Populações Indígenas, isto é, transcendendo suas ações e políticas do domínio das oportunidades económicas e das dinâmicas geopolíticas.

Due to the intensification of climate changes in the Arctic and the increase of the human activities in the region, its Indigenous Populations found themselves in a human and environmental insecurity situation. Thus, this investigation focuses on the European Union's position regarding these factors, inasmuch as the Union is considered a leader in international environmental governance, in the same way that it maintains in its fundamental principles, predicted on the European Union's Treaty, the respect for Human Rights. Therefore, concretely, this dissertation aims to investigate the EU's position towards the consequences of climate changes taking as starting point its impacts on the Indigenous Peoples' life and on their human security. This is because academically, there is a vast literature concerning the elements of this investigation: the European Union in the Arctic; the European Union and the Human Security; and the Arctic and the Human Security, however, separately. In this manner, the prevalent literature, as for the role of the Union in the Arctic, is related with the geopolitical dynamics, as well as, concerning the increase of the opportunities in the region, due to global warming. Nevertheless, this investigation does not seek to point out right or wrong, but rather to promote a reflection about the current situation in the Arctic, specifically, of its habitants, these that are very marginalized in the studies about the region. That being said, this reflection was held through the Reconstructive Methodology, from which there is an acknowledgement of the existence of a gap between the ideal and the real situation, taking as its foundation the Human Security as a theoretical framework. Thus, in the first place there is a presentation of that framework, followed by a description of the main points so that it is possible to triangulate the elements already described, and afterwards, there is an analysis of the EU's presence in the Arctic between 2008 and 2021, through the Communications launched by the European Commission. After such analysis that, it is possible to infer that there is a gap between the ideal and real promotion of human security in the Arctic, as there is an evolution in the action of the European Union in the Arctic facing the consideration of the impacts of climate changes, beyond economic opportunities and the intensification of the geopolitical dynamics, that is, on the life of the Indigenous Population of the Arctic. Nonetheless, the European Union does not consider itself as a promoter of Human Security, despite basing its action, indirectly, on the principles of this concept.
