A governação local em Portugal: reflexões em torno da (des)necessária existência das freguesias

Abstract

Esta dissertação apresenta um conjunto de reflexões, tendo como foco o poder local e em particular as freguesias, numa perspetiva de qual o seu enquadramento, papel e relevância na organização administrativa portuguesa, com o objetivo de percecionar sobre a sua (des)necessária existência ou eventual reformulação dos seus fins e o melhor modo de os poder cumprir. Teve-se presente, como ponto de partida, os princípios que as conformam e orientam na sua relação com o meio, acrescido de análise ao expressamente previsto na Constituição acerca das freguesias. Complementarmente, entendeu-se por útil realizar um enquadramento histórico da sua existência na referida organização administrativa do Estado. As conclusões que se dão a conhecer foram ainda suportadas em investigação que incluiu o pensar de inúmeros autores atentos a esta temática, o percecionar de qual o percurso realizado pelas freguesias ao longo destes 45 anos de período democrático, ao que acresceu o sentir de anseios de autarcas.

This dissertation presents a set of reflections, focusing on local power and in particular on parishes. It aims to provide an outlook of what is the framing and role of parishes in the Portuguese administrative organization, in order to perceive their (un)necessary existence or possible reformulation of its objectives and the best way to achieve them. The principles that shape and guide them in their relationship with the environment were the analysis starting point. These were cross checked and analyzed with what is foreseen in the Constitution regarding parishes. Additionally, it was considered useful to carry out a historical framework of its existence in the administrative organization of the State. The conclusions there must be added on the three main pillars. From the thoughts of countless authors, through the perception of the 45 years democratic journey of parishes, to the feelings and perceived ambitions of each one of the mayors. How to produce that make themselves known was also supported by research that included the thinking of countless authors aware of this theme, the perception of the path taken by parishes throughout these 45 years of the democratic period, to which was added the feeling of longings of mayors.
