Subsídios públicos e o desempenho das empresas

Abstract

Os apoios públicos, concretamente os subsídios, têm o objetivo de ajudar as empresas a combater as suas maiores dificuldades e as falhas de mercado existentes, de modo a promover o crescimento destas e também do país. O objetivo deste trabalho é quantificar os efeitos da obtenção de subsídios no desempenho das empresas em Portugal. O tema é relevante uma vez que os subsídios representam uma parcela importante no orçamento. Deste modo, é necessário avaliar para compreender se estes são efetivamente um benefício para as empresas e quais os consequentes efeitos na economia. Assim, na presente dissertação são considerados dados em painel das empresas portuguesas para o período de 2015 a 2020. Primeiramente, apresenta-se a evolução dos subsídios no mercado português. Desta análise conclui-se que, embora as empresas que recebem subsídios ainda sejam em número reduzido, tem havido uma evolução positiva, destacando-se as regiões do Norte e de Lisboa. No que diz respeito às características, as empresas que recebem subsídios, comparativamente às demais, são em média maiores, isto é, apresentam um maior volume de trabalhadores, de capital, de inputs intermédios e têm uma maior presença no mercado internacional. Com o intuito de verificar o efeito que os subsídios têm no desempenho das empresas utiliza-se a função produção aumentada de Cobb-Douglas. As estimativas do modelo utilizado permitem afirmar que as empresas beneficiadas conseguem melhorar o seu desempenho, concretamente as vendas. Consegue-se também verificar que existem efeitos heterogéneos dos subsídios. Em particular, as microempresas e as empresas não exportadoras são as que apresentam benefícios mais elevados decorrentes da receção de subsídios.

Public funding, specifically grants, aims at helping firms to tackle their greatest difficulties and existing market failures, in order to promote their and the country's growth. The aim of this study is to quantify the effects of grants on firms' performance in Portugal. The theme is relevant as grants represent an important share of the budget. Therefore, it is necessary to evaluate and understand if these grants are effectively a benefit for firms and what are the resulting effects on the economy. For this work, we considered panel data from Portuguese firms in the period between 2015 and 2020. Firstly, we presented the evolution of grants in the Portuguese market. From this analysis we concluded that, although the number of companies receiving grants is still small, there has been a positive evolution, with the Northern and Lisbon regions standing out. In terms of characteristics, the firms that receive grants, in comparison to the others, have a higher volume of workers, capital, intermediate inputs and more international presence. So as to verify the effect that grants have on firms' performance, we used the Cobb-Douglas production function. The estimates of the model used allow us to state that the companies benefiting from grants manage to improve their performance, specifically sales. We can also see that there are heterogeneous effects of grants. In particular, micro enterprises as well as companies that do not export show the highest benefits from the receipt of grants.
