A gestão das águas públicas: o caso da bacia hidrográfica do rio Ave no período 1902-1973

Abstract

A implantação das primeiras grandes fábricas algodoeiras que, no final do século XIX, se instalaram no Vale do Ave, ficou indissociavelmente ligada ao aproveitamento da água como força motriz, as quais vieram a ter um papel pioneiro e inovador na industrialização da área. A quase monoespecialiazação algodoeira do Vale do Ave, reflectia uma implantação industrial difusa que, numa primeira fase, tendeu a seguir os cursos de água para aproveitamentos hidráulicos. No Vale do Ave e dos seus afluentes, onde as pequenas unidades industriais e as práticas agrícolas se tinham instalado ao longo do tempo, a partir do aproveitamento das águas de pequenos açudes, vão surgir agentes, que vão aproveitar essas mesmas estruturas. Os pedidos de licenciamentos nas águas públicas do Rio Ave, no início do século XX, mostram uma multiplicidade de usos e utilizações, ligados a factos, situações e problemáticas de grande interesse: - a construção, principalmente, de muros, ramadas, açudes, moinhos, e pontes; - os pedidos de reconstrução, reparação, substituição e ampliação; - o encanamento, o desvio e a cobertura de correntes de água; - a colocação de engenhos de serração de madeira, engenhos de linho e de cobertura de moinhos de verão; - a mergulhia, a maceração e a trituração do linho; - a utilização recreativa das águas, o registo de barcos de recreio e das barracas de praia; - a limpeza e desobstrução do leito das linhas de água; - os aproveitamentos hidráulicos e hidroeléctricos; - a utilização da água para a rega e a lima dos campos marginais ou não; - o corte de árvores; - o repovoamento dos rios... Á 1ª Direcção dos Serviços Fluviais e Marítimos e posteriormente à 2ª secção da Direcção Hidráulica do Douro, davam também entrada autos relacionados com as transgressões hidráulicas e aquícolas, que retractavam diferentes tipos de infracções cometidas nas margens ou no leito fluviais do rio Ave. Reclamações, queixas e pedidos de informação, quer por parte de particulares, quer por parte de entidades públicas, eram também habituais. Esta dissertação pretende compreender a gestão das águas públicas do Ave, a partir da consulta e análise dos processos existentes no arquivo da Subdivisão de Braga da Comissão de Coordenação e Desenvolvimento Regional do Norte desde 1902 (ano da sua organização) até 1973 (ano da publicação da Portaria 953/73, que introduziu significativas alterações no enquadramento institucional e administrativo), privilegiando a perspectiva historico-geográfica.

The implementation of the first large cotton textile factories in the late nineteenth century in the Ave Valley, became closely connected to the use of water as a power source. These factories had a pioneer and innovative role in the industrialisation of the area. At an early stage, the great dominance of the cotton textile factories reflected an industrial diffuse implantation, which followed the water courses for hydraulic purposes. In the valley of Ave and its subsidiaries, where small industrial units and agricultural practices had been in place for a long time, especially to benefit from small water dams, various agents became involved, to take advantage of those same structures. In the beginning of the twentieth century, the licences requests in the public waters of the river Ave illustrate a multiplicity of uses associated to facts, situations and problems of significant importance: - the construction of walls, trellis, dams, mills and bridges; - the applications for reconstruction, repair, replacement and enlargement; - the piping, diversion and roofing of waters; - the fixing wood cutting machinery, the placement of linen mills and mill roofing; the retting, rippling and twittering of flax; - the recreational use of water, the registration of leisure boats and beach tents; - the cleaning and clearing of river beds; - the hydraulic and hydroelectric uses; - the use of water for irrigation of marginal lands; - the cutting of trees; - the resettlement of rivers…. Several reports related to the transgressions were sent to the 1ª Direcção dos Serviços Fluviais e Marítimos and later the 2ª secção da Direcção Hidráulica do Douro, which portrayed various different types of offences made in the edges or in the river bed of the Ave. Complaints, objections and information requests, either by private or public entities, were also common. This thesis attempts to understand the public water management of the Ave, from the scrutiny and analysis of the processes existing in the archive of the Sub-divisão de Braga da Comissão de Coordenação e Desenvolvimento Regional do Norte, from 1902 (the year of its organisation), until 1973 (the year of the decree 953/73, which introduced significant changes in the institutional and administrative framing), favouring a historical-geographical perspective.
