Políticas climáticas: do nível europeu ao nível local – Uma análise da participação dos municípios portugueses signatários do Pacto de Autarcas

Abstract

O presente relatório surge na sequência do estágio realizado na Quercus – Associação Nacional de Conservação da Natureza, entre os meses de setembro de 2020 e janeiro de 2021. A temática pretende focar a importância e relevância das ações a nível local para o cumprimento das metas nacionais e da União Europeia, adotando-se os princípios da governação multinível. A investigação debruça-se, em particular, sobre a iniciativa Pacto de Autarcas, e a participação dos municípios portugueses signatários do mesmo. Pretende-se perceber qual o ponto de situação destes municípios no que toca ao estado da sua candidatura, ao compromisso assumido, às dificuldades encontradas e às expectativas futuras. Para isto, procedeu-se à análise da informação reunida e disponibilizada no website oficial do Pacto de Autarcas, e realizou-se um inquérito que foi enviado para todos os municípios portugueses signatários, ao qual se obteve resposta de mais de metade dos municípios envolvidos. O inquérito teve como objetivo aprofundar, complementar e confirmar as informações disponibilizadas pelo website, além de permitir a resposta a questões que não são abordadas na página web. Pretendia-se com esta abordagem compreender o nível de compromisso e envolvimento dos municípios portugueses nesta iniciativa, tendo em conta que se trata de uma iniciativa de adesão voluntária, criada pela Comissão Europeia com o objetivo de apoiar os governos locais a alcançar, e até superar, as metas ambientais definidas pela União Europeia. Esta análise foi estrategicamente realizada num período de transição e mudança, em que a União Europeia atualizou os seus objetivos, adotando metas mais ambiciosas. Dos resultados salienta-se a vontade da maioria dos municípios em abraçarem metas mais ambiciosas, que se alinhem com os objetivos da União Europeia, apesar da grande percentagem de signatários com compromissos desatualizados. As dificuldades mais apontadas pelos municípios como obstáculos ao sucesso da iniciativa foram a falta de recursos humanos e a dificuldade na recolha dos dados necessários.

This report follows on from the internship held at Quercus – Associação Nacional de Conservação da Natureza, between September 2020 and January 2021. The theme aims to focus on the importance and relevance of the actions at the local level to the fulfilment of the goals established at national level and at the level of the European Union, adopting the principles of the multi-level governance. The research focuses on the Covenant of Mayors initiative, and the participation of the Portuguese municipalities that are signatories of this initiative. It is intended to understand the current situation of these municipalities in terms of their application status, of the commitment adopted, of the difficulties found and of future expectations. To do so, the information reunited and made available in the official website of the Covenant of Mayors was analysed, and an inquiry was sent to all the Portuguese municipalities signatories, to which more than half of the municipalities involved responded. The inquiry aimed to deepen, complement and confirm the information available on the website, in addition to enable the answer to questions that are not addressed on the web page. Through this approach, it was intended to understand the level of commitment and involvement of the Portuguese municipalities in this initiative, taking into account that this is an initiative that works with voluntary adhesion, created by the European Commission with the objective of supporting the local governments to reach, and even go beyond, the environmental goals set by the European Union. This analysis was strategically made in a period of transition and change, given that the European Union has actualized its goals, adopting more ambitious targets. The results highlight the intention of most of the municipalities of embracing more ambitious emission reduction targets, aligned with European Union’s goals, despite the big percentage of signatories with outdated commitments. The difficulties most pointed out by the municipalities as obstacles to the initiative’s success were the lack of sufficient human resources and the difficulty in collecting the necessary data.
