Código GOTOPS - código de governação tecnoética para organizações portuguesas sustentáveis

Abstract

A Sociedade da Informação (SINF) comporta um nível de responsabilidade ético acrescido para todos os seus intervenientes, desde o cidadão às organizações, passando pelas agências governamentais. Numa sociedade globalizada qualquer comportamento correcto ou incorrecto é multiplicado, traduzindo-se por isso numa responsabilidade acrescida do autor de tal comportamento. Paralelamente, não nos podemos esquecer do perigo eminente de que, numa SINF globalizada, se não houver o exercício de uma profunda reflexão no atinente a todas as questões éticas levantadas pelo planeamento, desenvolvimento, gestão, implementação e utilização das Tecnologias e Sistemas de Informação (TSI), corremos o risco de todas as outras dimensões (económica, social e ambiental – triple bottom line) serem seriamente afectadas, uma vez que, a sua mobilização depende da mobilização tecnológica. Assim, a gestão da ética nas TSI torna-se obrigatória para o caminho da auto-regulação tecnológica, denominada no presente trabalho por tecnoética. As organizações já assumiram a vários níveis, o caminho da auto-regulação - já não é o exterior que impõe as regras (heteronomia) mas a própria organização que assume regras de comportamento que considera adequadas de acordo com os seus critérios (autonomia) – mas, o mesmo não acontece ao nível das TSI no panorama nacional. A auto-regulação tecnológica pressupõe um momento reflexivo e criativo para a organização que induzirá à elaboração de um programa ético. O qual, mediante os diferentes instrumentos de auto-regulação ética (e.g. declarações de missão, Códigos de Ética (CE), Códigos de Conduta (CC) e Códigos de Práticas (CP) profissionais, relatórios e canais de aconselhamento, responsabilidade social, etc.) tenta objectivar e pensar a cultura vivida e a cultura desejável. Destes instrumentos, o presente trabalho destacou os CE/CC/CP por serem considerados o “coração” de um programa ético pela maioria dos especialistas na área da ética e, essencialmente, pela inexistência de códigos que clarifiquem e orientem as diferentes relações que regulam os comportamentos, determinam responsabilidades e estabelecem princípios, que vão além dos regulamentos, do enquadramento legal desses comportamentos, pois as questões da ética são algo a interiorizar e não algo que possa ser imposto. Para sustentar conceptualmente o código voluntário de GOvernação Tecnoética para Organizações Portuguesas Sustentáveis (GOTOPS) proposto neste trabalho – constituído por um CE, um CC e um CP - foi desenvolvido um modelo para o processo de desenvolvimento de um código; um conjunto de directrizes para uma boa escrita de um código; um protótipo para a estrutura (forma e conteúdo) de um código e um sistema de Sustentabilidade e Suporte Interactivos do código GOTOPS (SSIGOTOPS) que permite um processo de filtração de condutas éticas e práticas profissionais que devem ser seguidas no desempenho das competências e skills profissionais de cada Profissional de PTSI (PTSI). Esta concepção é inovadora e adequada para modelar o comportamento ético dos PTSI e paralelamente, permitir às organizações a existência de um código voluntário de governação tecnoética, passível de ser customizado à sua dimensão, cultura, missão e visão. Segundo as aproximações propostas desenvolvidas, as organizações portuguesas e os seus PTSI e utilizadores afins de outras áreas profissionais, têm os “ingredientes” éticos necessários para desenvolverem o seu próprio código ou construirem-no a partir do código GOTOPS proposto. Uma vez que, este código, prevê de um modo exaustivo e detalhado os princípios éticos fundamentais (principais campos de responsabilidade) e as condutas e práticas profissionais a seguir para os atingir, com o acréscimo de, ser o primeiro código voluntário interactivo de governação tecnoética em Portugal, suportado pelo sistema SSIGOTOPS desenvolvido e que constitui essencialmente um prova-de-conceito (proof-ofconcept) do código proposto. Como Einstein disse: “os nossos problemas actuais não podem ser resolvidos ao nível do pensamento em que eles foram criados”. A visão estratégica que deve dominar na maior parte das organizações, deve ir muito além do paradigma do “the business of business is just business”, que se encontra cada vez mais extinto. Já não é muito comum essa visão tão restritiva do negócio. Porque as organizações do século XXI sabem que se actuam globalmente estão vulneráveis a tudo o que se passa em qualquer periferia das suas actividades suportadas hoje pelas TSI, começam a assimilar que, existem mesmo outras formas (instrumentos) para a tecnoética acrescentar valor ao negócio. Este trabalho transmite uma mensagem inequívoca «O compromisso traz resultados».

An Information Society holds an increasing level of ethical responsibility for all intervening parties, from citizen to organisations to governmental agencies. In a global society, any correct or incorrect behaviour is multiplied and consequently expressed in added responsibility to the author of such behaviour. At the same time, we must not forget the eminent danger that in a global Information Society where there is no deep reflection concerning the ethical issues raised by the planning, development, management, implementation and utilisation of the Information Systems Technology (IST), we run the risk of all the other dimensions (economic, social and environmental (triple bottom line) being seriously affected as its mobilization depends on the technological mobilization. Therefore, ethics management in the IST is a must in the path towards technological auto-regulation, called techno-ethics in this work. At different levels, the organisations have already taken the path of auto-regulation – the rules are no longer externally imposed (heteronomy) but the organisation itself has assumed the rules of behaviour it considers to be suitable in accordance with its criteria (autonomy) – but the same does not happen at the level of the IST in the national scene. Technological autoregulation presupposes a reflective and creative moment for organisation that will lead to drawing up an ethical programme which, by means of the different instruments of ethical auto-regulation (e.g. mission statements, professional Codes of Ethics (CE), Codes of Conduct (CC) and Codes of Practice (CP), reports and counselling channels, social responsibility, etc.) will try to embody and think the culture that is experienced and the culture that is desirable. Among these, the present work has highlighted the CE/CC/CP because they are considered to be the ‘heart’ of an ethical programme by the majority of experts in the field of ethics and, essentially, due to the inexistence of codes that clarify and guide the different relationships that govern behaviours, determine responsibilities and establish principles, that go beyond regulations and the legal framework of those behaviours, because the question of ethics is something to be interiorised and not something to be imposed. In order to conceptually sustain the voluntary code of Techno-ethical Governance for Sustainable Portuguese Organisations (GOvernação Tecnoética para Organizações Portuguesas Sustentáveis - GOTOPS) proposed in this work – consisting of a CE, a CC and a CP – a model was developed for the development process of a code; a set of guidelines for writing a code; a prototype for the structure (form and content) of a code and a system of Interactive Sustainability and Support of the GOTOPS code (SSIGOTOPS) that permits filtering the ethical conducts and professional practices that should be followed in the execution of the competences and professional skills of each IST Professional (ISTP). This is an innovative concept and suitable to model ethical behaviour of the ISTP and, at the same time, allows the organisations to have a voluntary code of techno-ethical governance that could be tailor-made to their dimension, culture, mission and vision. According to the proposed approaches that were developed, the Portuguese organisations and their ISTP and users of other similar professional areas, have the ethical ‘ingredients’ necessary to develop their own code or construct one from the proposed GOTOPS code, as this code foresees, in an exhaustive and detailed manner, the fundamental ethical principles (main fields of responsibility) and the professional conduct and practices to be followed in order to achieve them. Moreover, it is the first voluntary interactive code of techno-ethical governance in Portugal, supported by the SSIGOTOPS system that was developed. It essentially constitutes a proof-of-concept of the proposed code. As Einstein said ‘Our present problems cannot be resolved at the level of thought in which they were created’. The strategic vision that should dominate most organizations should go way beyond the paradigm of ‘the business of business is just business’, which is ever more extinct. Such a restrictive vision of business is no longer common. Because the 21st century organisations know that if they act worldwide they are vulnerable to all that is going on in any periphery of their activities supported by the IST nowadays, they have started to understand that there are really other forms (instruments) for techno-ethics to add value to business. This work transmits a clear message ‘Commitment produces results’.
