Uma comunidade rural minhota em inícios do século XX: a ação política e administrativa de Amares (1900 aos finais dos anos 30)

Abstract

A exposição do estudo desenvolvido, no âmbito do curso de 2.º Ciclo do Mestrado em História, propõe-se fazer uma apresentação do Município de Amares, nos inícios de século XX até aos finais da década de trinta, dentro do contexto sociopolítico que compreende este período. Anuncia-se, primeiramente, o enquadramento político e administrativo do município português no contexto histórico que abarca as primeiras quatro décadas do século XX. Pretende-se apresentar a caracterização socioeconómica, política e administrativa de um concelho minhoto, localizado no distrito de Braga, na sub-região do Cávado, bem como, uma análise das dinâmicas procedentes da administração dos órgãos do poder local, especificamente da Câmara Municipal de Amares, onde os vetores chave focalizam-se na dinamização da economia, na construção, na manutenção da ordem e segurança pública, na higiene e saúde pública, na assistência e no fomento da instrução e educação. O Município de Amares aparece no contexto do seu território enquanto símbolo do poder local e representação do poder central. Observa-se a integração da administração local na ordem estatal, a relação do poder local com o poder regional e central, no quadro das configurações político-administrativas locais que atravessam o âmbito cronológico da investigação, dos finais da Monarquia Constitucional, durante a República, até à implementação do Estado Novo. É aqui apresentado, ainda, um mapeamento das elites locais e o seu papel na mediação entre o poder central e regional e a comunidade local. Assim como, a referência das instituições e associações locais mencionadas nas fontes consultadas.

The exposure of the study developed within the sphere of 2º Cycle of the Masters in History, proposes to make a presentation of the Municipality of Amares, in the early twentieth century until the end of the thirties, with in the sociopolitical context of this period. First announces, the political and administrative context of the Portuguese municipality in the historical period of the first four decades on the twentieth century. It is intended to present the socioeconomic, political and administrative characterization of a minhoto council, located in the district of Braga, in the sub-region of Cávado, as well as an analysis of the dynamics coming from the administration of local government organs, specifically the City Hall of Amares where the key vectors are centered on the improving of the economy, construction, maintenance of public order and safety, hygiene and public health, assistance and encouragement of instruction and education. The Amares council appears in the context of its territory as a symbol of local and central government representation. It is noticed the integration of local government in state order, the relationship between the local authority, the regional authority and central authority in the context of the local political and administrative settings that traverse the chronological scope of the investigation, since de finals of the end of the constitutional monarchy, during the Republic, until the implementation of the New State. It is presented here, also a mapping of local elites and their role in mediating between the central and regional government and the local community. As also the reference of local associations and institutions mentioned in the sources consulted.
