Turismo e urbanismo : uma relação (des)conhecida na Póvoa de Varzim

Abstract

Onde a terra acaba e o mar começa, local de fronteira onde a água e a terra se encontram, espaço de conquista, mas também de resistência que marca os traços sociais e as feições culturais da população que se instalou e aprendeu a viver em simbiose com a terra e o mar. A Póvoa de Varzim, à semelhança de outros aglomerados, radica a sua origem nas proximidades da água que inevitavelmente influencia o seu desenvolvimento. A dissertação visa buscar a relação entre a evolução urbanística e os fluxos turísticos que têm como destino a Póvoa de Varzim. O estudo faz um enquadramento da cidade na segunda metade do século XX e procura analisar os processos de planificação de expansão da cidade, bem como a remodelação do antigo casco urbano. Em última análise, discute a apropriação e ocupação do espaço inserida nas políticas urbanas do município e os múltiplos fatores que enquadram as ações urbanísticas. Levantam-se questões julgadas pertinentes relativamente aos planos de urbanização concebidos para o período cronológico em análise, delimitados pelos diplomas legais que os institucionalizam.

Where the land ends and the sea begins, the border line where water and land meet, space of conquest but also of the resistance that establishes the social traits and cultural features of the people who settled there and learned how to live in symbiosis with land and sea. Póvoa de Varzim, like other population centres has its roots near water which inevitably influences its development. The dissertation seeks the relation between urban development and the tourist flows that find their way to Póvoa de Varzim. The study presents the framework of the city through the second half of the twentieth century (20th century) aiming to analyse the planning processes of expansion as well as the remodelling of the old urban frame. Ultimately, it discusses the appropriation and occupation of space under the urban policies of the city as well as the several aspects that rule urban actions. Relevant issues have been raised on what concerns the urban planning conceived for the chronological period in analysis, defined by the legal measures that institutionalise them.
