A reforma humanitária das Nações Unidas: um mecanismo rumo à eficácia da ajuda humanitária?: caso do Haiti

Abstract

Hoje vivemos em tempos em que muitos se questionam sobre a assistência humanitária prestada. A atual conjuntura internacional é caracterizada por um número crescente e insatisfeito de necessidades humanitárias que consequentemente conduzem a comunidade internacional a estimuladora pergunta: é a ajuda humanitária eficaz? Em 2005 a Reforma Humanitária (RH) da Organização da Nações Unidas (ONU) materializou uma das maiores ambições da ajuda humanitária (AH) ou seja a busca pela eficácia. O aprimoramento dos mecanismos existentes consistia em três pilares: 'abordagem de cluster', 'financiamento humanitário "e" liderança". Sendo que estes três pilares estão alicerçados num elemento transversal, denominado por "estabelecimento de parcerias”. A HR não trouxe um salto qualitativo em termos de eficácia da AH. Vários autores e decisores políticos apontam insuficiências da AH, no entanto não fornecem soluções finais. Esta dissertação pretende contribuir para o atual debate acadêmico sobre o tema, apresentando o que consideramos ser um elemento crucial para atingir a eficácia da AH, isto é, a coordenação humanitária entre ONU e as organizações nãogovernamentais (ONG). Como forma a alcançar este objetivo, o presente estudo explora os conceitos de AH, de eficácia e analisa o RH partindo de uma perspetiva analítica particular, que significa, explorar até que ponto a RH tem sido fundamental no na perspetiva da eficácia fundamentada na coordenação humanitária. A abordagem teórica desenvolvida é aplicada ao estudo do Haiti concentrada na ação humanitária, durante e depois da grande catástrofe do século XX, o terramoto de 2010 considerando as dificuldades e conquistas da RH. A assistência humanitária prestada e as circunstâncias vividas neste Estado frágil, confrontou a comunidade internacional com o dilema, por um lado da ineficácia e por outro, da constante necessidade de ajuda internacional. Com base na análise das evidências empíricas, verificamos que a eficácia emerge do discurso político como um conceito vazio, o qual colmatamos defendendo a nossa perspetiva da eficácia como sendo o fim da AH, a qual está intimamente ligada à coordenação humanitária.

We currently live in the times when everyone is wondering about the humanitarian aid. Our international environment is featured by the increasing and unsatisfied humanitarian needs that consequently lead the international community to one of the most heartening questions: is the humanitarian aid effective? The 2005 United Nations (UN) Humanitarian Reform (HR) embodied the greatest ambition of humanitarian aid, namely the pursuit of its effectiveness. The enhancement of the existing mechanisms consisted of three pillars: ‘cluster approach’, ‘humanitarian funding’ and ‘humanitarian coordinators’. These three pillars are well grounded in yet another cross-cutting pillar, called ‘establishment of partnerships’. The HR has not brought a qualitative leap forward in terms of aid effectiveness. Several authors and policy-makers still point out shortcomings of humanitarian aid, but they also don’t provide any final solutions. This study aims to contribute to the ongoing academic debate on the subject by presenting what we consider to be a crucial element to achieve aid effectiveness, namely the humanitarian coordination between UN and Non-Governmental Organizations (NGO). To achieve this objective, the present study explores the concepts of humanitarian aid and effectiveness and analyses the HR from the particular analytical perspective, namely by exploring to what extent the HR has been instrumental to the effort of continuously pursuing a vision of effectiveness founded on humanitarian coordination. The developed theoretical approach is applied to a case of humanitarian aid given in Haiti during and after the major disaster of this century, the 2010 earthquake, taking into account the hardships and achievements of the HR. The condition of a fragile state and the provided humanitarian assistance resulted in a dilemma faced by the international community in Haiti, namely the one of ineffectiveness on the one hand and constant need international aid on the other hand. Based on the analysis of the empirical evidence, we found an emptiness in the concept of effectiveness widely present on the political discourse of humanitarian aid, which we filled arguing our perspective of effectiveness as the end of AH that is closely connected with the humanitarian coordination.
