Estratégias de intervenção para a regeneração urbana sustentável

Abstract

Atualmente assiste-se a constantes processos de mudança. As cidades e as suas populações são testemunhas de uma revolução urbana, caracterizada por diferentes transformações, mutações, tecnologias emergentes, evolução sociocultural e económica da população e alterações climáticas. Tendo por base o paradigma atual de desenvolvimento, verifica-se a carência de novas políticas urbanas e de novos modelos de gestão, que promovam a evolução das cidades de forma diferente, numa ótica de desenvolvimento sustentável. Hoje é essencial o desenvolvimento de políticas que garantam o futuro das cidades, focadas na correção e minimização dos impactes ambientais e na satisfação das novas expectativas socioculturais dos seus habitantes. Pode-se dizer que o futuro das cidades depende da sua regeneração. Consequentemente é necessário o desenvolvimento de novas estratégias e princípios de intervenção que permitam suportar os decisores na satisfação das novas metas e objetivos. Atualmente, este conceito evidencia-se como uma temática incontornável, integrante das novas políticas urbanas de conservação e defesa do património, do ordenamento do território, da coesão social e principalmente da regeneração sustentável das cidades. Esta regeneração deverá acompanhar as mudanças do mundo moderno, as premissas da construção sustentável, baseadas no equilíbrio ambiental, social e económico. Esta dissertação tem como propósito analisar a importância da utilização de indicadores de sustentabilidade para o desenvolvimento de estratégias de intervenção para a regeneração urbana sustentável. O estudo visa a elaboração de um manual de auxílio ao desenvolvimento de cidades mais sustentáveis, em resposta à ausência de um instrumento global que ajude a regeneração das cidades, servindo de suporte a projetistas, arquitetos, urbanistas e entidades governamentais no processo de regeneração urbana. Adicionalmente, pretende-se com este estudo colaborar para o desenvolvimento da ferramenta de avaliação da sustentabilidade de operações de planeamento urbano do sistema SBToolPT (Sustainable Building Tool – Portugal), que servirá para suportar os projetistas no processo de projeto sustentável e avaliar a sustentabilidade de projetos de planeamento e/ou regeneração urbana.

Nowadays there are constant changing processes. Cities and their populations are witnessing an urban revolution, characterized by different transformations, mutations, emerging technologies, evolution of populations’ sociocultural and economy perspectives and climate changes. Based in the up-to-date developing paradigm, it is verified a lack of new urban policies and management models, which promote the evolution of the cities in a different approach, in a perspective of sustainable development. Nowadays, it is essential to develop policies that support the future of the city, focused in the correction and mitigation of the environmental impacts and in the satisfaction of its inhabitants’ new sociocultural expectations. One can say that the future of cities depends on their urban regeneration. Therefore it is necessary to develop new intervention strategies and principles to support construction stakeholders in fulfilling the new goals and objectives. Currently, this concept is highlighted as an indispensable subject, taking part of the new urban conservation and heritage protection policies, spatial planning, social cohesion, and above all, of the sustainable regeneration of cities. This regeneration must be in line with the changes of the modern world and its inherent sustainability priorities, based in the environmental, social and economic balance. This dissertation is focused in the analysis of the importance of using sustainability indicators in the development of intervention strategies for urban sustainable regeneration. The study aims to develop a manual to support the development of more sustainable cities, in order to overcome the lack of a global instrument that promotes the regeneration of the cities by supporting the designers, architects, urban planners and government entities in the process of urban regeneration. Additionally it is intended to contribute for the development of a new tool for the sustainability assessment of urban planning projects, to be integrated in the SBToolPT system (Sustainable Building Tool – Portugal), which will be used to guide design teams in the process of sustainable design and to assess the sustainability of urban development and/or regeneration projects.
