Que evolução e perspetivas sobre o Alto Representante da União para os Negócios Estrangeiros e Política de Segurança? : o caso da Líbia em análise

Abstract

O Tratado de Lisboa, assinado em 2007, teve como desígnio melhorar a coerência no seio da União Europeia, nomeadamente no âmbito da política externa. O cargo Alto Representante da União para os Negócios Estrangeiros e Política de Segurança vinha corresponder a este objetivo e colmatar a lacuna, de longa data, de uma liderança forte para a Política Externa e de Segurança Comum (PESC), incluindo a Politica de Segurança e Defesa (PCSD). A crise da Líbia, em 2011, a primeira pós-Tratado de Lisboa na qual a União Europeia teve de atuar com Catherine Ashton na liderança e com o Serviço Europeu de Ação Externa em funções, veio levantar questões acerca da coerência no âmbito PCSD, ao revelar uma União Europeia dividida e com uma linha de ação incoerente. Esta dissertação pretende analisar até que ponto a União Europeia, depois da existência do Alto Representante da União para os Negócios Estrangeiros e Política de Segurança, fala a uma só voz. Para atingir este objetivo, a evolução do papel da figura do Alto Representante é avaliada no contexto da crise da Líbia, acontecendo o mesmo com a performance dos maiores e mais influentes Estados da UE, designadamente, Alemanha, França e Reino Unido. A investigação foi feita sob o prisma da abordagem teórica da coerência aplicada à ação externa da União Europeia e envolveu análise da atuação e declarações da Alta Representante e dos Altos Oficiais da Alemanha, França e Reino Unido. Este estudo demonstra que a PCSD, como parte da PESC, pautada pelo intergovernamentalismo, permanece incoerente, como consequência da prevalência dos interesses nacionais da parte dos grandes Estados-Membros da UE.

The Treaty of Lisbon, signed in 2007, had the purpose of improving the coherence and consistency within the European Union, namely in the foreign policy field. The post of the High Representative of the Union for Foreign Affairs and Security Policy was created to fulfill the longstanding objective of a stronger leadership for the Common Foreign and Security Policy (CFSP), including the Common Security Defense Policy (CFSDP). The Libya conflict, in 2011, was the first crisis after the Lisbon Treaty in which the European Union had to act with Catherine Ashton at the helm and with a fully operational European External Action Service (EEAS). This crisis has raised some concerns regarding the coherence inside the CSDP and revealed a divided European Union, with an incoherent course of action. This dissertation explores to what extent has the creation of the position of the High Representative of the Union for Foreign Affairs and Security Policy the European Union allowed the European Union to have a single voice. In order to achieve that objective, the post of the High Representative is investigated in the context of the Libyan crisis, in parallel with the analysis of the performance of the biggest and most important EU Member States, namely Germany, France and United Kingdom. The analysis is developed against the background of the theoretical approaches to the issue of coherence, applied to the external action of the European Union. This study shows that CSDP, as a part of CFSP (widely defined by the intergovernamentalism), remains incoherent as a consequence of the prevailing national interests of the bigger Member States.
