Ciclos político-económicos: análise sobre Portugal

Abstract

Os ciclos político-económicos são dos temas mais debatidos da Macroeconomia desde os anos 70. O estudo seminal desta temática é o de Nordhaus (1975) que desenvolveu a teoria oportunista. De acordo com Nordhaus (1975), os governos manipulam a economia com o objetivo de ganhar eleições. Em contrapartida, Hibbs (1977) argumenta que os governos agem segundo a sua ideologia, e procuram favorecer os grupos da população que os elegeram. A introdução da hipótese das expectativas racionais exigiu a reformulação destes modelos sendo de destacar os trabalhos de Alesina (1987) e Rogoff e Sibert (1988). Mais tarde, vários estudos apareceram com o objetivo de explicar diferenças entre países na ocorrência e magnitude dos ciclos político-económicos. O nível de desenvolvimento económico e de maturidade da democracia, a transparência na condução da política orçamental, o regime eleitoral e os checks and balances são os principais temas em análise. Esta dissertação procura investigar a existência de ciclos político-económicos em Portugal, ao nível do poder central, através de uma base de dados mensal. Tentou-se apurar se o saldo orçamental piora antes das eleições. Adicionalmente, analisou-se se o peso das componentes da despesa nas despesas totais se alterou no período eleitoral. Considerando o período de 1991 a 2014 e usando um modelo ARMA para estimação, não se comprovou a existência de efeitos eleitoralistas no saldo orçamental. No entanto, os resultados obtidos evidenciam que os governos alteram a composição das despesas públicas antes das eleições, preterindo as despesas de capital em troca de mais despesas correntes. Os resultados sugerem também que as despesas correntes sujeitas a manipulação eleitoralista são as despesas com pessoal, aquisição de bens e serviços, transferências e outras despesas correntes.

The political business cycles are one of the most debated topics of macroeconomics since the 70s. The seminal study of this theme is of Nordhaus (1975), who developed the opportunistic theory. According to Nordhaus (1975), governments manipulate the economy in order to win elections. By contrast, Hibbs (1977) argues that governments act according to their ideology and seek to favor the groups of the population who elected them. The introduction of the hypothesis of rational expectations required the reformulation of these models, most notably the work of Alesina (1987) and Rogoff and Sibert (1988). Later on, several studies appeared in order to explain differences between countries in the occurrence and magnitude of the political business cycles. The level of economic development and maturity of democracy, transparency in the conduct of fiscal policy, the electoral system and the checks and balances are the main issues under consideration. This dissertation investigates the existence of political business cycles in Portugal, at central government level, through a monthly database. It was attempted to determine whether the budget balance worsens before the election. In addition, it was analysed if the weight of the components of expenditure in total expenditure had changed during the election period. Considering the period from 1991 to 2014 and using an ARMA model for estimation, the existence of electoral effects on the budget balance was not proven. However, the obtained results show that governments alter the composition of public spending before the elections, passing over capital expenditure in exchange for current expenditure. The results also suggest that the current expenditures which are subject to electoral manipulation are the personnel expenses, acquisition of goods and services, transfers and other current expenditures.
