Perspetivas públicas em relação aos biobancos médicos e para investigação científica em Portugal

Abstract

Um biobanco consiste numa coleção de amostras biológicas com os respetivos dados associados a indivíduos dadores, com finalidades de diagnóstico, terapêutico, investigação e/ou identificação forense. As atividades levadas a cabo no âmbito de biobancos suscitam questões sociais, económicas, políticas e ético-jurídicas, que exigem a implementação de mecanismos regulatórios para salvaguardar os direitos dos dadores, manter a qualidade científica e cumprir com os objetivos dos investigadores e de âmbito clínico. No processo regulatório é importante incorporar as perspetivas dos cidadãos. Esta investigação tem como principal objetivo mapear as expetativas e motivações dos cidadãos comuns na doação de células humanas para biobancos médicos e de investigação científica em Portugal. A metodologia de pesquisa assenta na combinação de métodos qualitativos, nomeadamente pela promoção de um debate online e a solicitação de elaboração de “pequenos ensaios” envolvendo diferentes indivíduos. Os resultados alcançados permitem a identificação e a exploração das perspetivas públicas nestes domínios e de possíveis mecanismos de participação, que, por sua vez, permitem compreender algumas das facetas da “cidadania biológica” em Portugal.

Biobank is a collection of biological samples with the respective associated data and individuals who are donors, developed for the diagnosys, therapeutic, research and /or forensic purposes. The activities carried out by biobanks raise social, economic, political, ethical and legal challenges and therefore there is the need for national and international regulation for safeguarding the rights of donors and to maintain the scientific quality and comply with the main objectives of the researchers and clinicians. In the design of regulation it is important to incorporate the perspectives of the citizens This research aims to map the expectations and motivations of ordinary citizens in the donation of human cells for medical and scientific research biobanks in Portugal. The research methodology used is based on the combination of qualitative methods, including the promotion of an online debate and the request of "small trials" to different ordinary citizens. The results achieved will allow the identification and exploitation of public perspectives in these fields and possible mechanisms for participation. Thus, allowing the understanding of some strands of “biological citizenship” in Portugal.
