Gestão de resíduos urbanos e projetos de recolha seletiva: uma abordagem para o Município de Gondomar no âmbito do PERSU 2020

Abstract

O PERSU 2020 (Plano Estratégico para os Resíduos Sólidos Urbanos) estabelece metas e objetivos a serem cumpridos no que diz respeito à gestão de resíduos urbanos, até ao ano de 2020, sendo que o seu não cumprimento levará a penalizações aos municípios. A produção excessiva de resíduos urbanos que atualmente se verifica, aliada à obrigação de cumprimento das metas preconizadas no documento referido, levam à necessidade de revisão dos sistemas de gestão já existentes por parte dos municípios, com vista à otimização dos mesmos ou implementação de novas metodologias. Uma eficaz gestão de resíduos urbanos depende fortemente do conhecimento das diversas variáveis e eventuais constrangimentos como: a adequabilidade dos recursos afetos e o nível de eficiência dos atuais sistemas, a morfologia urbana, a estrutura habitacional e o nível sociocultural das populações. Assim, não existe um sistema de gestão de resíduos que seja aplicável universalmente, mas antes deve ser procurada uma solução que se adapte às especificações do meio em estudo. Este trabalho resulta da realização do estágio curricular na Divisão de Desenvolvimento Ambiental do Município de Gondomar e tem como principal objetivo a proposta de ações para a gestão dos resíduos urbanos do município. A realização de um questionário à população é a principal referência deste trabalho. Primeiramente, é realizado um enquadramento teórico sobre os resíduos urbanos, apresentando também o PERSU 2020 e os aspetos legais inerentes. Procede-se à caracterização do estudo de caso, o Município de Gondomar, expondo o sistema de gestão atual e o posicionamento face às metas referidas. De seguida é explicada a metodologia de trabalho, com principal foco na elaboração do questionário, e feita a análise aos resultados obtidos. Por último, revê-se o trabalho numa síntese conclusiva e propõem-se ações. Concluiu-se que a implementação de um sistema de recolha seletiva Porta-a-Porta no Município é viável, e que a sensibilização e formação da população é indispensável.

PERSU 2020 (Plano Estratégico para os Resíduos Sólidos Urbanos) establish goals to be implemented concerning the municipal waste management, until the year of 2020, and will lead to penalties on Municipalities and application of high taxes for the waste management. The excessive production of municipal waste, allied with the obligation of the enforcement of the recommended goals in the mentioned document, lead to the need to review the municipalities's management systems. The purpose is the optimization of management systems, or the implementation of new methodologies and measures. An effective management of municipal waste depends on several variables and possible constraints that somehow influence the decision-making process. The level of efficiency of current systems, the urban morphology, the housing structure and the socio-cultural level of the population, are important aspects that should be studied. A universal system of waste management does not exist, and it should to be found a solution that suits the specifications of the current location. This thesis is the product of an internship in the Environmental Development Division of the Municipality of Gondomar and it has as the main goal to propose actions for the management of the city waste that leads to the fulfillment of the goals in PERSU 2020. First, it's conducted a theoretical frame work on urban waste, also featuring the PERSU 2020 and the related legal aspects. The characterization of the case study, the municipality of Gondomar, is presented, exposing the current management system and the position in relation to the goals recommended. Next, the work methodology is explained, with the main focus in the development of a questionnaire to be addressed to the population, and in the analysis of the obtained results. Finally, several actions are proposed and concluding remarks are presented. It is concluded that the implementation of a selective collection system door-to-door in the city is viable and represents the main action proposal, and that the awareness and the education of the population is indispensable.
