Resumo(s): | As Forças Armadas Portuguesas encontram-se envolvidas num processo de
reestruturação. Pela sua especificidade e dimensão, particularmente em meios humanos e
instalações militares, este facto tem especial impacto no Exército. Como a literatura
abundantemente sugere, as reestruturações organizacionais são, por norma, fontes de quebra e
violação dos contratos psicológicos das pessoas que as integram, daí resultando uma
diversidade de consequências negativas de que são exemplo a quebra de confiança na
organização e nos seus agentes, a redução do empenhamento organizacional e a intenção de
abandonar a organização.
O objetivo geral da presente tese está orientado para compreender a expressão do
contrato psicológico, enquanto conceito e processo explicativo da afiliação e relacionamento
indivíduo-organização, em contexto organizacional militar, com base nas suas dimensões mais
marcantes como sejam a formação e conteúdo, as tendências tipológicas, os fenómenos de
quebra/violação e reações subsequentes, e em que medida, ou de que forma, para isso
contribui a perceção individual do oficial do Quadro Permanente do Exército Português (QPEP)
acerca da própria empregabilidade. Para isso recorreu-se a um estudo qualitativo de caráter
exploratório realizado com base em 42 entrevistas em profundidade, recolhidas junto de igual
número de oficiais do QPEP, de ambos os sexos e de graduação hierárquica e especialidade
diversa, com formação académica especializada obtida na Academia Militar.
Os resultados obtidos através da análise categorial temática das entrevistas sugerem um
conjunto de conclusões que se expõem: (1) o contrato psicológico dos oficias do QPEP forma-se
e desenvolve-se de acordo com o preceituado pela literatura especializada, porém a
caraterização tipológica dos contratos psicológicos encontrada não sugere conteúdos de cariz
transacional, como é habitual notar na literatura da especialidade, antes ressaltando a
observação generalizada da tendência ideológica; (2) do quadro de deveres e direitos do oficial
do QPEP um dever releva que sendo estatutário e atuando, por norma, simultaneamente como direito, é essencial para a gestão estratégica das pessoas em contexto militar, pela importância
nos processos de comunicação, liderança e motivação e, bem assim, no alinhamento das
expetativas individuais com os objetivos organizacionais: o dever de tutela; (3) a tipologia de
consequências dos fenómenos de quebra/violação dos contratos psicológicos dos militares
entrevistados enquadra-se, globalmente, no sugerido pela literatura especializada relevando,
contudo e face às especificidades do contexto organizacional em estudo, a quebra de confiança
na organização/chefias e a intenção de sair/turnover. Apesar da perceção de quebra/violação
pelos entrevistados não é evidente a redução das componentes práticas do empenhamento
organizacional, nem a diminuição ou ausência de expressões de comportamento de cidadania
organizacional dos oficiais do QPEP; (4) finalmente, a compreensão do papel da
empregabilidade percebida na gravidade atribuída à quebra/violação do contrato psicológico e às
suas consequências aparece associada a duas dimensões: a perceção individual dos próprios
níveis de empregabilidade (interna e externa) e o ciclo que se estabelece ao nível individual entre
o incumprimento organizacional, a empregabilidade percebida e a intenção de sair/turnover.
Com base nos resultados deste estudo, realça-se o contributo teórico que sugere a
importância fulcral da empregabilidade percebida como um fator de graduação do impacto ou
magnitude sentida pelo indivíduo perante o incumprimento organizacional dos termos do contrato
psicológico. Concomitantemente, em termos de contributo prático, e partindo dos testemunhos dos
militares entrevistados, salienta-se a necessidade de repensar o modelo de formação superior militar
no sentido da obtenção de mais elevados níveis de empregabilidade, atento o primado das
necessidades organizacionais. São sugeridos eixos de abordagem processual.
O estudo encerra descrevendo as respetivas implicações/contributos para a teoria e a
prática organizacionais e apontando sugestões para investigação futura. The Portuguese Armed Forces are currently going through a restructuring process. The changes being implemented, given its specificity and dimension, particularly in what concerns human resources and military facilities, have heavily impacted the Army functioning. As the literature abundantly suggests, organizational restructuring processes are invariably sources of psychological contract (PC) breach and violation, thus resulting in a variety of negative consequences, such as the breach of trust in the organization and its agents, the reduction of organizational commitment and the increase in turnover intentions. The overall aim of this study is to understand the meanings attributed to the PC, as a concept, and as an explanatory process about the affiliation motives and the individualorganization employment relationship in the military organizational context. Thus, this study emphasis is on the PC most significant elements, such as its formation processes and content, typological trends, the PC breach/violation phenomena and subsequent reactions, and the extent in which, or the ways through which it influences Portuguese Army Career officer (PAC) perceptions about their own employability. In order to achieve this research goal, we conducted an exploratory qualitative study based on 42 in-depth interviews, gathered from PAC officers of both sexes and occupying distinctive hierarchical ranks and military specialties and with specific academic training obtained at the Military Academy. We employed a theme analysis to interview data. The main findings brought by the interview analysis are the following: (1) the PC formation of the PAC officers and how it develops over time matches the conclusions brought by the literature in the field, however, in our study, the typological characterization of the PC points to the absence of transactional contracts, as is commonly found in other studies, and, instead, highlights the ideological content held by the PAC officers as the main PC typology; (2) given the overall duties and rights ascribed to the PAC officers, a duty stands out, which being a military requirement is usually depicted as a right that is essential for the strategic management of human resources in the military context, given its importance for the enhancing of communication, leadership and motivation processes as well as for the alignment of individual expectations with organizational goals, and that is: the duty of guardianship; (3) the PC breach/violation experiences, and the negative consequences for the military interviewed, also match what is found in the specialized literature, nevertheless, and given the specificity of the military context, in our study the interviewees stress more profoundly the breach of trust in the military organization and its leadership and the intention to leave. Nevertheless, and despite the perception of breach/violation by these military, our findings also suggest that there is no significant decrease in terms of organizational commitment nor there is evidence of a reduction or absence of organizational citizenship behaviours by the PAC officers interviewed; (4) finally, our findings shed some light about the relevance of perceived employability in how individuals assess the gravity of PC breach/violation, along two lines: in terms of the individuals own perceptions of employability levels (both internal and external), and the reasoning that is established, at the individual level, between organizational un-fulfilment of individual expectations, perceived employability and intention to leave the military organization. Based on our findings, we highlight, as the main theoretical contribution, the crucial importance of perceived employability, and its buffer effect by moderating the magnitude of the PC breach and violation that is felt by the military regarding the organizational un-fulfilment of the PC terms. Concomitantly, in terms of practical contribution, and based on the testimonies of the military, we stress the need to rethink military higher education models making them more aligned with employability needs and exigencies, while not disregarding the primacy of military organizational needs. Further practical implications are suggested. The study concludes by depicting the main contributions to theory and organizational practice as well as by pointing the main study limitations and suggestions for future research. |
