Pessoas sem-abrigo: responsabilidade individual, responsabilidade política e estigma

Abstract

Apesar das pessoas sem-abrigo em Portugal terem sido alvo de algumas medidas políticas e socias, poucos estudos se tem debruçado sobre os seus discursos em direto. Assim, o objetivo deste estudo é dar voz aos sem-abrigo, auscultando os significados que os próprios atribuem às suas trajetórias de vida, se experienciam vivências estigmatizantes e como perspetivam a sua situação de sem abrigo: como uma consequência de ordem individual ou como um resultado de fatores estruturais limitados. Para concretizar estes objetivos foram observados contextos de rua em que estas pessoas se encontravam e realizadas entrevistas a onze participantes com idades entre os 25 e os 57 anos e cujo tempo de estadia na rua oscila entre três meses e os 11 anos. Nos resultados apresentam-se alguns dados desta observação bem como os resultados da análise de entrevistas. As entrevistas foram analisadas com recurso à Análise Temática. A análise identificou quatro temas centrais: Auto-responsabilização; Falhas nos sistemas de proteção social; Sentimentos de vergonha; Discriminação/Estigma. Discutem-se os resultados tendo em conta os direitos humanos e a necessidade de mudanças sociais e políticas que impeçam a continuidade deste ciclo de pobreza, exclusão social e sofrimento.

Although homeless people in Portugal have been the target of some political and social measures, few studies have focused on their live speeches. Thus, the purpose of this study is to give voice to the homeless, listening to the meanings that they attribute to their life trajectories, if they experienced stigmatizing experiences and how they perceive their homelessness condition: as a consequence of an individual order or as a result of limited structural factors. In order to achieve these objectives, we observed street contexts in which these people live and conducted interviews with eleven participants between the ages of 25 and 57 and whose time in the street ranges from three months to 11 years. The results present some data from this observation as well as the results of the interview analysis. The interviews were analyzed using Thematic Analysis. The analysis identified four central themes: Self- Responsibility, Failures in social protection systems; Feelings of shame; Discrimination / Stigma. The results are discussed taking into account human rights and the need for social and political changes that prevent the continuity of this cycle of poverty, social exclusion and suffering.
