Estimação em pequenos domínios para obtenção de estatísticas de uso e ocupação do solo

Abstract

Hoje em dia, cada vez mais as instituições públicas e privadas procuram informação mais detalhada para as auxiliar na tomada de decisões, e o Instituto Nacional de Estatística (INE) de Portugal não fica fora desse novo paradigma. A necessidade de produção de estimativas fiáveis para o total de variáveis de interesse em pequenos domínios é iminente. Contudo, através dos métodos convencionais (utilizando o estimador direto) não é possível obter estimativas de qualidade, pois muitas vezes não existem amostras para esses domínios ou porque essas amostras são demasiado pequenas para produzir estimativas de qualidade suficiente. Para resolver este problema, têm sido propostos vários tipos de estimadores para pequenos domínios: alguns deles combinam a informação auxiliar da própria variável de interesse do domínio de estudo em períodos diferentes ou até consideram fontes variáveis de outros domínios (os chamados estimadores indiretos). O presente projeto tem como objetivo principal analisar e testar a implementação de diferentes tipos de estimadores de pequenos domínios, de forma a melhorar a qualidade das estimativas produzidas no âmbito do Inquérito às Estruturas das Explorações Agrícolas (IEEA) ao nível das NUTS III. Atualmente, o INE divulga estas estimativas ao nível das NUTS I e NUTS II. No âmbito do projeto LUCAS (Land Use and Cover Area Frame Statistical Survey) do EUROSTAT, o INE pretende usar esta nova informação para detalhar a classe agricultura, fornecendo assim informação sobre o uso do solo agrícola até ao terceiro nível da nomenclatura patente na Carta de Uso e Ocupação do Solo (COS) – uma ferramenta fundamental para estudos ambientais, planeamento de recursos florestais e agrícolas.

Nowadays, public and private institutions are increasingly seeking more detailed information to aid their decision-making, and the National Statistics Institute (INE) of Portugal does fall into this new paradigm. The need to produce reliable estimates for the total of variables of interest in small domains is imminent. However, quality estimates cannot be obtained by using the direct estimator method, because often there are no samples for these domains, or they are too small to obtain sufficient quality estimates. In order to solve this problem, several types of estimators for small domains have been proposed: some of them combine the auxiliary information of the variable of interest of the domain of study in different periods or even consider variable sources of other domains (the so-called indirect estimators). The main objective of this project is to analyze and test the implementation of different types of estimators of small domains in order to improve the quality of the estimates produced within the framework of the Agricultural Explorations Structures Survey (AESS) at NUTS III level. Currently, INE publishes these estimates at NUTS I and NUTS II levels. Under the EUROSTAT Land Use and Cover Area Statistical Survey (LUCAS) project, INE intends to use this new information to detail the agriculture class, thus providing information on agricultural land use up to the third level of patent nomenclature in the Land Use and Land Cover Map (LULC) – a fundamental tool for environmental studies, forestry and agricultural resource planning.
