Resumo(s): | O objetivo deste trabalho é compreender de que forma é que as crianças e os jovens
participam no âmbito dos seus processos de promoção e proteção numa CPCJ. Neste sentido, a
participação infantil assume-se como um direito consagrado na Convenção sobre os Direitos das
Crianças, que estabelece o reconhecimento do direito de audição e participação das crianças e
jovens em todas as questões que afetem a sua vida.
No que concerne à investigação, apresentam-se como objetivos específicos: perceber se
há um perfil persistente das crianças/jovens que participam no seu processo de promoção e
proteção; caraterizar as estratégias utilizadas pelos técnicos para garantir a participação infantil;
e compreender o impacto que a audição da criança/jovem tem no encaminhamento do seu
processo de promoção e proteção. Através de uma metodologia qualitativa, procedeu-se à
análise documental de 855 processos de promoção e proteção arquivados, no período temporal
de 2010 a 2017. Adicionalmente, realizaram-se entrevistas semiestruturadas a 8 técnicos que
trabalham na CPCJ. Os principais resultados desta investigação revelaram que existiu audição
das crianças e jovens em 43% dos processos de promoção e proteção. Assim, nos últimos anos
verificou-se uma tendência crescente da audição das crianças e jovens. Por sua vez, quando se
analisou a audição das crianças e jovens, em função da idade constatou-se que de forma
significativa (92%), é mais frequente ouvirem-se crianças/jovens com uma idade igual ou
superior a 12 anos. Em relação às crianças com uma idade inferior a 12 anos, verificou-se que
foram ouvidas 29% no decorrer do seu processo de promoção e proteção. De acordo com os
profissionais entrevistados, a audição de crianças e jovens apresenta algumas dificuldades.
Desta forma, surgem como soluções: dar formação específica aos profissionais na área da
audição infantil, a colaboração de outros profissionais, e a criação de um modelo uniformizado
para aplicar na audição das crianças e jovens. The objective of this work is to understand how children and young people participate in their promotion and protection processes in a CPCJ. The child participation is a right established in the Convention on the Rights of the Child, which determine the recognition of children's right to be heard and participated in all matters affecting their lives. In relation to research, specific objectives are: to see if there is a persistent profile of children/young people that participate in their promotion and protection process; to characterize the strategies used by professionals to ensure child participation; and to understand the impact that the children's/young's hearing has on the routing of their promotion and protection process. Through a qualitative methodology, we did a documentary analysis of 855 archived promotion and protection processes in the period from 2010 to 2017. Additionally, semi-structured interviews were conducted with 8 professionals that work in the CPCJ. The main results of this investigation revealed that children and young people were heard in 43% of the promotion and protection processes. Thus, in recent years there has been a tendency to increase the hearing of children and young people. On the other hand, when we analyzed the hearing of children and young people, according to the age, it was found that in a significant way (92%), it is more frequent to hear children/young people with an age equal to or greater than 12 years. In relation to children under 12 years of age, it was verified that 29% were heard during the promotion and protection process. According to the professionals interviewed, the hearing of children and young people presents some difficulties. In this way, the solutions presented are: give specific training to professionals in the field of children's hearing; the collaboration of other professionals, and the creation of a standardized model to apply in the hearing of children and young people. |
