Política linguística em ambiente multilingue: o caso de Timor-Leste

Abstract

Timor-Leste é reconhecidamente um país multilingue que, além de ter duas línguas oficiais (Tétum e Português) consagradas na sua Constituição, adiciona a estas línguas outras duas línguas de trabalho (Inglês e Indonésio) e mais de trinta línguas e dialetos regionais e fica situado num dos «pontos quentes de diversidade biocultural» (Maffi, 2007) que há no mundo. Neste ambiente, o Estado é o órgão máximo responsável pelo desenvolvimento e pela preservação das línguas e estas constituem, no seu todo, um fator determinante para manter os laços culturais do povo timorense, a democracia, a coesão nacional e a paz social. Neste contexto, destaca-se a figura do tradutor, a atuar nos serviços fundamentais de utilidade pública timorenses e que deve possuir formação adequada. Contudo, não há atualmente no sistema educativo nacional cursos de formação especificamente vocacionados para a formação inicial ou pós-graduada de tradutores. Além disso, o seu trabalho não é avaliado com critérios rigorosos. Para promover a reflexão sobre a formação e a ação destes profissionais no contexto timorense, a presente comunicação pretende apresentar as linhas de desenvolvimento fundamentais de um projeto de doutoramento em curso, que analisa a problemática da formação e do papel funcional e institucional do tradutor em Timor-Leste.

Timor-Leste is a multilingual country with two official languages (Tetum and Portuguese) enshrined in its Constitution, two other working languages (English and Indonesian) and over thirty regional languages and dialects. It is situated in one of the “hotspots of biocultural diversity” (Maffi, 2007) that exists in the world. In this frame, the Administration is the highest responsible agent for the development and preservation of languages; they constitute, in their entirety, a determining factor in maintaining the Timorese people’s cultural ties, democracy, national cohesion and social peace. In this context, the figure of the translator, who works in the Timorese basic public services and who must have adequate training, stands out. However, there are currently no specific training courses in the national education system for the initial or postgraduate training of translators. In addition, their work is not evaluated with solid criteria. In order to promote reflection on the formation and action of these professionals in the East Timorese context, this communication intends to present the fundamental development lines of an ongoing doctoral project that analyzes the formation and the functional and institutional role of the translator in Timor-Leste.
